Ministry of National Defense and Ministry of Health summarize 10 years of implementing the Regulation on coordination of work

(LĐ online) - On the morning of May 27, in Hanoi, the Ministry of National Defense and the Ministry of Health held a Conference to summarize 10 years of implementing Regulation No. 162/QCPH-BQP-BYT dated January 9, 2015 on coordination of work between the two ministries online throughout the army.

At the Central bridge, General Phan Van Giang - Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense and comrade Dao Hong Lan - Party Central Committee member, Minister of Health co-chaired the Conference.

At the Lam Dong provincial bridge, Colonel Dam Quang Duc - Deputy Commander of the Provincial Military Command and comrade Trinh Van Quyet - Deputy Director of the Department of Health and related delegates of the two units attended the Conference.

Over the past 10 years, the Ministry of National Defense and the Ministry of Health have coordinated closely and comprehensively, achieving practical results. The Ministry of National Defense and the Ministry of Health always uphold their roles and responsibilities in coordinating the implementation of national defense work associated with health care, and health care associated with national defense. With their strategic advisory functions, the two Ministries have proactively coordinated in researching, advising and proposing to the Party and State many strategic policies and guidelines on military, national defense, and health care; proposed the promulgation of legal documents, leadership documents, and directives to effectively implement military tasks, national defense associated with health care, and health care associated with military and national defense; ensuring smooth, synchronous, and unified operations.

The two Ministries regularly coordinate in handling and overcoming incidents, natural disasters, catastrophes, epidemics, and ensuring healthcare in emergencies, especially closely and effectively coordinating in repelling the Covid-19 pandemic.

The work of combining military and civilian medicine has been actively and comprehensively implemented with determination, responsibility and high efficiency; focusing on strengthening grassroots healthcare in remote, isolated, border and island areas, actively contributing to people's health care and hunger eradication and poverty reduction, creating a solid foundation for building the potential of national defense medicine in defense areas.

The network of military and civilian medical facilities is planned in the direction of harmoniously combining basic medical care and specialized medical care; between the medical care of the armed forces and civilian medical care associated with building the potential of national defense and security medical care. 25 general hospitals and 5 specialized hospitals of the Ministry of National Defense are integrated into the network of medical facilities, both meeting the increasingly high and diverse needs of health protection and care of the people, and being ready to meet the requirements of national defense tasks.

The comrades chaired the Conference at the Lam Dong Provincial Military Command bridge point.

Through the Military-Civilian Medical Cooperation Program, the Ministry of Health has established and improved the operational capacity of military-civilian medical examination and treatment facilities from the central to communal levels, including: 10 military-civilian hospitals, 5 military-civilian medical centers, 32 military-civilian infirmaries, 135 military-civilian clinics and hundreds of military-civilian medical stations, especially in remote, mountainous, border and island areas; key areas with strategic positions in defense, aiming to develop the economy - culture - society and consolidate national security and defense.

The coordination of organizing and implementing contents related to the field of developing marine and island healthcare, associated with economic development and protecting the sovereignty of the sea and islands of the Fatherland, has been carried out synchronously and comprehensively. The two Ministries have proactively coordinated well in performing the task of caring for and protecting the health of soldiers and people in the sea and island areas, especially the Truong Sa - DK1 archipelago area, creating trust for soldiers and people living at sea.

Over the past 10 years, the two ministries have coordinated to provide emergency care for 1,330 patients and admit and treat 2,909 patients. Consultations and professional guidance have been organized via the Telemedicine system between hospitals and 9 island clinics for 1,044 patients, ensuring quality, timeliness, and efficiency...

At the conference, delegates also discussed, gave opinions and clarified a number of issues in coordination between the two ministries.

To better and more effectively carry out the coordination work in the coming time, General Phan Van Giang suggested that the two Ministries continue to thoroughly grasp and seriously implement the Party's guidelines, policies, and viewpoints, the State's policies and laws on military and national defense tasks, and the task of protecting and taking care of people's health. Proactively coordinate to grasp the situation in all aspects, especially the weather, climate, and epidemics, promptly advise and direct the handling and overcoming of incidents, natural disasters, catastrophes, and epidemics...

Strengthen coordination in developing the reserve medical force and the mobilized medical force, training in military medical knowledge; focusing on building reserve medical units, mobile medical teams; developing documents to ensure medical care in defense areas. Organize training and exercises to meet the requirements of military and defense tasks, build and operate defense areas in peacetime and wartime. Coordinate and advise on and effectively implement the work of combining military and civilian medicine, the program of developing medical care at sea, on islands, in remote and isolated areas, and on borders; be ready to meet the requirements of tasks when situations arise, and at the same time effectively participate in the work of caring for and protecting the health of soldiers and people.

Coordinate and implement well the staff work with the National Civil Defense Steering Committee to direct, operate, organize training, drills and carry out the work of preventing, responding to and overcoming natural disasters, catastrophes and epidemics on a large scale, contributing to strengthening and consolidating national defense and security, meeting the requirements of the task of building and protecting the Fatherland early and from afar.

Next, Minister Phan Van Giang and Minister Dao Hong Lan signed the Coordination Regulation between the Ministry of National Defense and the Ministry of Health, replacing Coordination Regulation No. 162.

On this occasion, leaders of the two Ministries presented and received the Medal for the Cause of Building the Vietnam People's Army; Medal for People's Health and awarded collectives that excellently completed the task of coordinating work.
