Completed 22,649 apartments, 21 more projects started with a scale of 20,428 apartments
In recent times, the Government and the Prime Minister have focused on directing ministries and branches to resolutely implement tasks and solutions, remove difficulties, obstacles, and institutional bottlenecks to promote social housing development. Regarding institutional improvement, the Government has submitted to the National Assembly for promulgation of amendments and supplements to many regulations and laws related to social housing development policies such as the Housing Law, the Real Estate Business Law, the Land Law and many related laws...
The Government has issued over 25 decrees to establish a legal system for social housing development. Regarding direction and administration, the Government has issued 22 resolutions, the Prime Minister has issued 12 directives, decisions, and telegrams; chaired many direct and online conferences nationwide with localities and businesses... with many specific and drastic solutions and tasks to remove difficulties and promote social housing development.
On April 3, 2023, the Prime Minister issued Decision No. 338/QD-TTg approving the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030". Accordingly, the goal is to complete at least 1 million social housing units by 2030 and strive to complete 100,000 social housing units by 2025.
Minister of Construction Tran Hong Minh said that the development of social housing in the first months of 2025 has had many changes, achieving some positive results. Nationwide, 1,309 locations with a scale of 9,737 hectares of land have been planned for social housing, most localities have reserved enough land for social housing in favorable locations; nationwide, 679 social housing projects have been implemented with a scale of 623,051 apartments (108 completed projects, with a scale of 73,075 apartments; 571 projects are being implemented, with a scale of 550,000 apartments). In the first 5 months of 2025, 22,649 apartments were completed, with 21 more projects starting construction with a scale of 20,428 apartments.
At the conference, leaders of several central ministries, branches and localities reported on the outstanding achievements in social housing construction; at the same time, they also pointed out the difficulties and obstacles in implementing social housing construction, especially in terms of land access, construction investment procedures, credit, preferential policies, etc., thereby requesting the Government to pay attention to support and remove difficulties.
Focus on low-income, housing-challenged people
Concluding the conference, Prime Minister Pham Minh Chinh emphasized: The implementation of social policies and social security policies on housing is extremely necessary, ensuring the right to housing and equal access to housing for people with low incomes and housing difficulties.
It is necessary to understand correctly the very wide range of subjects supported in the social housing policy, because there have been opinions saying that "my province has no industry, no workers, so there is no need to develop social housing", that is not fully understanding the policy, because the social housing policy is also for the poor, the disadvantaged, new graduates, teachers in remote areas, border guards in the border areas..., that is, people with low incomes and housing difficulties in general.
Implementing the Prime Minister's direction at the national conference on removing difficulties and obstacles, promoting the development of social housing on March 6, 2025, the agencies submitted to the Government proposals to the Politburo and the National Assembly on 6 specific mechanisms and policies to immediately remove difficulties and obstacles for social housing projects. After the National Assembly issued Resolution No. 201/2025/QH15 dated May 29, 2025 on a number of specific mechanisms and policies for the development of social housing at the first session, the 9th session of the 15th National Assembly, the Government issued an action program to implement the resolution.
The Prime Minister said that the National Assembly's resolution has many breakthrough mechanisms and policies such as establishing a national housing fund; expanding the scope of enterprises, state agencies, political organizations, and socio-political organizations that are allowed to rent social housing to arrange for their officials, civil servants, public employees, and workers to live there, creating conditions for officials, civil servants, public employees, and workers to work with peace of mind, including foreign workers and workers.
Many contents in the resolution have reduced and reformed administrative procedures in social housing development. Along with that, it supplements and assigns the provincial People's Committee to stipulate conditions for enjoying social housing policies for subjects affected by the organization and rearrangement of administrative units.
Resolution No. 201/2025/QH15 has removed institutional bottlenecks to promote social housing development. However, to effectively implement and concretize these specific mechanisms and policies, it is necessary to continue to have unified direction and leadership from Party committees and heads of ministries, branches and localities.
To complete the assigned social housing development targets in 2025 and by 2030, Prime Minister Pham Minh Chinh requested leaders of central ministries, branches, People's Committees of provinces and cities to focus on leading, directing and organizing the implementation of tasks and solutions on social housing development more resolutely, appropriately, effectively, especially grasping the Party's guidelines and policies, the State's policies and laws and organizing flexible and creative implementation in developing social housing associated with fighting corruption and negativity.
Reduce and simplify administrative procedures for investment in social housing construction to make it easier for people and businesses to access; support and encourage businesses to invest in social housing construction. Provinces and cities need to add social housing development targets to their local socio-economic development plans. For projects registered for completion in 2025, projects that have started construction, and projects under construction, it is necessary to review progress, direct, and urge investors to focus resources on completion.
