Ministry of Finance informs about preferential tax and fee policies in the spirit of Resolution 68

The Ministry of Finance has been implementing appropriate tax policies to promote the development of the private economic sector (PES) in accordance with the spirit of Resolution 68 of the Politburo.

According to Mr. Truong Ba Tuan - Deputy Director of the Department of Tax, Fee and Charge Policy (Ministry of Finance), the policy of reducing tax rates and corporate income tax (CIT) for small-scale enterprises (applying tax rates of 15% and 17% instead of the common tax rate of 20%) to promote the development of the private economic sector; supplementing tax exemption policies for some incomes such as income from transferring green bonds, transferring emission credits for the first time after issuance, income of public service units providing basic and essential public services... to promote green growth, sustainable development, and ensure social security.

“The Ministry of Finance is reviewing and rationalizing tax incentive policies, and has appropriate and outstanding tax incentive policies to encourage investment, create jobs, promote science and technology, innovation, digital transformation and implement the country's strategic priority goals; at the same time, have appropriate tax policies to limit the consumption of products that are harmful to health and pollute the environment,” said Mr. Truong Ba Tuan.

In addition, the Ministry of Finance has promoted administrative procedure reform, created a favorable environment for taxpayers to comply with tax laws, and ensured correct and sufficient collection to the State budget; at the same time, overcome shortcomings and difficulties in the implementation of tax policies in the recent period.

According to Mr. Truong Ba Tuan, the Ministry of Finance attaches importance to the requirement of nurturing and developing revenue sources for the State budget, implementing a reasonable expansion of the tax base through reviewing incomes, groups of taxable and non-taxable goods and services; reviewing and supplementing subjects subject to special consumption tax (SCT) such as soft drinks with sugar content over 5g/100ml, narrowing down the groups of goods and services not subject to value added tax (VAT), applying a VAT rate of 5%...

The Ministry of Finance ensures that tax policies are applied equally, without discrimination between economic sectors, between domestic enterprises and foreign-invested enterprises; at the same time, there are appropriate tax policies to promote the development of the private economic sector.
