At the working session, Hai Duong Provincial Party Secretary Tran Duc Thang reported to the Minister of Public Security on the results of Party building, socio-economic development and security and order assurance in Hai Duong province in 2023 and the first quarter of 2024.
Leaders and delegates attending the meeting informed and discussed a number of proposals of the Standing Committee of Hai Duong Provincial Party Committee.
Hai Duong requested the Minister of Public Security and the Working Group to pay attention to and select Hai Duong as a point to carry out one of the tasks of the "Project on developing applications of population data, identification and electronic authentication, serving national digital transformation in the period 2022 - 2025, with a vision to 2030" (referred to as Project 06); support Hai Duong province in the process of digital transformation associated with the implementation of Project 06.
Hai Duong also requested the Ministry of Public Security to support the province in resolving the situation of waste discharge causing water pollution in the Bac Hung Hai irrigation system; continue to deploy forces, direct the Public Security of the provinces and cities of Hanoi, Bac Ninh, Hung Yen, Hai Duong to step up the work of preventing, detecting, stopping, and combating environmental crimes; strictly and promptly handle violations. Pay attention to, direct research, and have solutions to guide localities in implementing regulations on planning, land allocation, security and order, fire prevention and fighting in accordance with the actual conditions of the locality...
The Ministry of Public Security continues to pay attention to and direct its functional forces to support and coordinate with Hai Duong province in ensuring security and order in the province, especially in the fields of minerals, wharves, environment, industrial parks, foreign investment; ensuring traffic order and safety on national highways, especially National Highway 5.
Speaking at the meeting, General To Lam, Politburo member and Minister of Public Security, acknowledged, highly appreciated, commended and congratulated the results Hai Duong achieved in implementing the Resolution of the 17th Provincial Party Congress for the 2020-2025 term.
Minister of Public Security To Lam assessed that in the context of many economic difficulties, Hai Duong has achieved very encouraging results; many development indicators are at the top of the region and the whole country. There have been many changes in the cultural and social fields. The situation of national defense, security and social order has been maintained. Crime prevention has achieved many positive results. Hai Duong is also the leading province in the country in implementing Project 06. The work of building and rectifying the Party and the political system has been carried out resolutely and synchronously, with many positive results.

Hai Duong needs to continue to closely follow the leadership and direction of the Central Government to effectively implement Resolution No. 30-NQ/TW, dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045. Focus on regional linkages, create development momentum, build Hai Duong to develop rapidly and sustainably, and soon become a modern industrial province. Average income per capita reached 3,950 USD, ranking 16th out of 63 provinces and cities nationwide. Total budget revenue in the area reached 22,067 billion VND, up 25% compared to the estimate. Investment attraction increased dramatically in terms of registered capital, of which foreign investment reached over 1.1 billion VND, 3.1 times higher than in 2022. In the first quarter of 2024, Hai Duong's gross regional domestic product (GRDP) is estimated to increase by 9.81% over the same period in 2023, ranking 6th in the country and 2nd in the Red River Delta. Budget revenue reached 7,191 billion VND, up 25.8% over the same period last year. Foreign investment attraction reached 72.7 million USD.
The work of ensuring political security and social order and safety in the province is well maintained and stable. The crime situation related to social order has decreased sharply (in 2023, it decreased by 6.5% compared to 2022; in the first quarter of 2024, it decreased by 34.7% compared to the first quarter of 2023).
In the coming time, Hai Duong will continue to strengthen the building and rectification of the Party and the political system. Focus on implementing socio-economic development goals and plans. Complete the arrangement of commune-level administrative units according to schedule. Promote digital economy, digital transformation, implement national digital transformation and Project 06. Focus on solving outstanding and long-standing issues. Comprehensively develop cultural, social, and social security fields, improve the material and spiritual life of the people.
Hai Duong will also focus on implementing Resolution No. 12-NQ/TW of the Politburo and the Project "Promoting the building of a truly clean, strong, disciplined, elite, modern Hai Duong Provincial Police force to meet the requirements and tasks in the new situation"; Project 06 of the Government; deploying forces to ensure security and order at the grassroots level from July 1, 2024.
