Ministry of Construction learns from the incident of leaking roof at Tan Son Nhat T3 terminal

The Minister of Construction personally went to the construction site to inspect the "leaking" roof incident at Tan Son Nhat T3 terminal, and directed ACV to fix and repair it immediately on May 25.

"Do not let the mindset of 'holding on' to administrative procedures"

Speaking at the meeting, Minister of Construction Tran Hong Minh said that the task of merging the two ministries, the Ministry of Construction and the Ministry of Transport, has basically been completed. Many contents and areas of State management under the management of the Ministry of Construction have been thoroughly implemented, with progress to date at about 70% and the Ministry will continue to complete the work.

Regarding the reduction of administrative procedures, the Ministry of Construction has reduced about 31% of administrative procedures related to the construction sector and will continue to review them in the coming time. The Minister of Construction will directly chair meetings on cutting and reducing administrative procedures "to prevent people from having the mindset of 'holding on' to create more procedures".

The Ministry of Construction affirmed that it is focusing on reviewing administrative procedures in the highest quality and most accurate way, clearly identifying which procedures should be cut, which procedures should be reduced, and which procedures should be simplified.

Regarding the implementation of national key projects, up to this point, we have been able to complete 2,238km of expressways, the progress is meeting very well. From now until August 19, the project groups scheduled to start construction and inaugurate, the Ministry of Construction is controlling the progress well, ensuring quality.

"With the inauguration of 6 more expressway projects, we will reach nearly 2,800km of expressway in September 2025. The Ministry of Construction is committed to working with localities to actively urge the implementation of projects, ensuring progress so that by the end of 2025, more than 3,000km of expressway will be completed," said the Minister.

Lessons learned from the "leaking" roof of Tan Son Nhat T3 terminal

Regarding the rain leak incident at Tan Son Nhat T3 terminal, the Ministry of Construction said the incident only lasted for a short time and did not affect the operation of the terminal. The cause of the incident was a leak in a drainage pipe joint, allowing water to leak out.

The Minister of Construction directly went to the construction site to inspect the incident and directly instructed the Vietnam Airports Corporation - ACV to immediately fix and repair this situation on May 25.

"Recently, Ho Chi Minh City had two very heavy rains, but the roof of Terminal 3 did not leak again. This is the experience and lesson learned during the project implementation process that the Ministry of Construction has learned and will thoroughly overcome in the coming time," said Minister Tran Hong Minh.

Regarding the progress of Long Thanh airport, the Ministry of Construction shared that it is "very excited about the active participation of Dong Nai ". Dong Nai Provincial People's Committee has sent officials directly to the construction site to handle the work. Currently, runway 2 has begun construction and materials are being prepared.

Bien Hoa – Vung Tau Expressway has also received strong support from local leaders. Recently, the Minister of Construction inspected the project directly. The roadbed has been almost completed, with some sections already paved. The project is only stuck with some overpass sections and the power lines have not been cleared yet, but the provincial leaders have committed to handling them this month.

Regarding the Lao Cai – Hanoi – Hai Phong railway, the Minister said that localities have been very active in site clearance. Currently, about 20 units are conducting geological surveys in the project area. The Ministry of Construction is making efforts to start the project on December 19.

High-speed rail 'cannot be rushed'

Regarding the North-South high-speed railway with the proposal of VinSpeed ​​and Thaco, the Ministry of Construction has met with experts and consultants to evaluate the proposals of investors, but there are still many problems. The Ministry of Construction proposed that after the project has a pre-feasibility study (F/S), there will be a more thorough form of calling for investment in the project.

"The spirit of Resolution 68 on private economic development is very necessary. However, necessary does not mean we should rush into it. The Ministry of Construction will have a more detailed report to the Government and competent authorities on the high-speed railway project," Minister Tran Hong Minh informed.
