"The firewall" in the fight against corruption and negative practices.

Recently, the Politburo issued Regulation 131-QD/TW on controlling power and preventing and combating corruption and negative practices in Party inspection, supervision, and disciplinary enforcement, as well as in inspection and auditing activities. The regulation has received widespread public support and will serve as a "firewall" for each official and Party member to self-reflect and correct their own shortcomings, thereby contributing to building an increasingly clean and strong contingent of officials and Party members.

The necessity of regulation

The fight against corruption throughout the country in general and in Binh Thuan in particular is receiving attention from all sectors of the population due to the decisive leadership of Party committees at all levels. Many cases and incidents related to corruption and negative practices at the central and provincial levels have been handled strictly, tried promptly, and punished appropriately, receiving strong public support and approval.

Notably, in the fight against corruption and negative practices, the forces operating in the fields of inspection, supervision, and auditing play an extremely important role. They are likened to a "sharp sword" or a "shield," contributing to upholding the Party's regulations and the strictness of the law. However, looking at the reality over the past years, not a few officials in this force have violated the law. Although they have been detected and dealt with promptly, this has significantly affected the people's trust. More than ever, a stricter deterrent is needed to prevent such violations early and from afar, and to further affirm that there are no "forbidden zones." Therefore, the Politburo issued Regulation No. 131-QĐ/TW on controlling power and preventing and combating corruption and negative practices in the work of inspection, supervision, Party discipline enforcement, and in inspection and auditing activities.

Accordingly, the regulation comprises 4 chapters and 11 articles. The regulation clearly explains that controlling power and preventing and combating corruption and negative practices in Party inspection, supervision, and disciplinary enforcement, as well as in inspection and auditing activities, involves using mechanisms and measures to ensure strict implementation of Party regulations, State laws, working regulations, and professional procedures to prevent, detect, deter, and handle violations, especially acts of abuse and misuse of position and authority in performing assigned duties and responsibilities...

Inspection and supervision have always been a priority for Binh Thuan province in recent years.

The regulations require Party committees to regularly lead, direct, inspect, and supervise Party committees and organizations under their management; the advisory and support agencies of Party committees and the Party Committee's Inspection Committee must strictly implement Party regulations and directives from higher-level Party committees and Inspection Committees; promptly rectify shortcomings and weaknesses in Party inspection, supervision, and disciplinary enforcement; direct the implementation of measures to prevent and combat corruption and negative phenomena; and proactively detect and strictly handle violations in Party inspection, supervision, and disciplinary enforcement...

Promptly review and strictly enforce disciplinary measures in accordance with regulations.

Specifically, Article 4 of this regulation clearly outlines 22 prohibited acts of corruption and misconduct in Party inspection, supervision, and disciplinary enforcement, as well as in inspection and auditing activities. Typical examples include: bribery, receiving bribes, brokering bribes, bribing officials, those in positions of authority, or related parties to mitigate or evade responsibility for the violators; providing or disclosing information, documents, or records of the inspected entity to organizations and individuals without authority or responsibility, especially information, documents, or records currently under inspection, supervision, Party disciplinary enforcement, or inspection and auditing; and receiving money, property, other material or non-material benefits, or participating in recreational activities of the inspected entity or those related to the inspected entity. Exploiting personal relationships or using one's own advantages, position, or reputation to influence, manipulate, or pressure the inspected entity or related organizations and individuals for personal gain or other personal motives…

Regarding the handling of violations involving abuse of power, abuse of authority, corruption, and negative practices, the regulations emphasize the need for timely consideration and strict disciplinary action in accordance with Party regulations against Party committees, Party organizations, and Party members who engage in corruption, negative practices, cover-ups, or complicity in Party inspection, supervision, disciplinary enforcement, and auditing activities. If the violation does not warrant disciplinary action, the individual must conduct self-criticism, take corrective measures, and pledge not to repeat the offense. Party members, officials, and public employees (including those who have transferred or retired) who violate the 22 aforementioned acts will be dealt with according to current regulations. For officials currently working, additional disciplinary measures will also be applied. Specifically, this includes suspension from work and positions, and not being assigned to advisory or professional roles related to inspection, supervision, disciplinary enforcement within the Party, or inspection and auditing. It also prohibits planning, transfer, rotation, appointment, reappointment, promotion to higher ranks, nomination for election or candidacy to equivalent or higher positions, recognition of titles, awarding of honors, and commendation according to regulations…

Uncle Ho taught that we must be honest and upright, putting the public good above all else; we must feel shame and fear when we do wrong. Regulation 131, upon its promulgation, will be a "sharp sword" for the Party, government, and executive agencies, illuminating the process of controlling power and combating corruption... contributing to building a cleaner and stronger Party.
