Couples and individuals can decide when to have children, how many children they have and the spacing between births.

On the afternoon of June 3, with 100% of members present in agreement, the Standing Committee of the National Assembly considered and approved the Ordinance amending Article 10 of the Population Ordinance No. 06/2003/PL-UBTVQH11 (amended and supplemented by Ordinance No. 08/2008/PL-UBTVQH12).

Minister of Health Dao Hong Lan presented a report at the meeting.

According to the amended Ordinance, the rights and obligations of each couple and individual in implementing the population and family planning campaign and reproductive health care include:

(1) Decide on the time of giving birth, the number of children and the interval between births in accordance with the age, health status, learning conditions, labor, work, income and child-rearing conditions of the individual or couple on the basis of equality.

(2) Protect health, take measures to prevent reproductive tract infections, sexually transmitted diseases, HIV/AIDS and take other measures related to reproductive health care.

The Standing Committee of the National Assembly voted to pass the Ordinance.

The Ordinance takes effect immediately upon approval by the Standing Committee of the National Assembly.

Before the National Assembly Standing Committee voted, the representative of the examining agency, Chairman of the Committee for Culture and Social Affairs Nguyen Dac Vinh, commented that although only one article (Article 10) of the Population Ordinance was amended, the amended content aimed to institutionalize the Party's guidelines and policies in shifting the focus of population policy from family planning to population and development, implementing the goal of adjusting population size in Resolution No. 21 on population work in the new situation, which is "firmly maintaining the replacement fertility rate (on average, each woman of childbearing age has 2.1 children)".

Chairman of the Committee on Culture and Society Nguyen Dac Vinh presented the review viewpoint.

Chairman Nguyen Dac Vinh emphasized: " The Government is requested to ensure resources for implementation, clearly defining the most important role and responsibility of the state management agency on population and the funding source provided by the state budget must play a leading role, especially when the birth rate has fallen deeply below the replacement level, it is very difficult to achieve the goal by 2030 of firmly maintaining the replacement level."
