Housing projects must speed up progress

Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Vo Tan Duc has just requested investors of housing projects under construction in Bien Hoa city to speed up construction progress.

This is not only to meet the housing needs of the people, but also to prepare the province's infrastructure before the plan to merge Binh Phuoc province with Dong Nai.

Three key projects

In Bien Hoa city, there are currently 3 housing projects under construction that the province has requested to accelerate, including: Social Housing Project in Long Binh Tan Ward, Social Housing Project in Phuoc Tan Ward and High-rise Apartment Project in Tan Van Ward. These projects are all located near the city center, near the province's administrative agencies.

The largest apartment project is the NXH2 Social Housing Project in Phuoc Tan Ward, invested by An Hung Phat Infrastructure Development Joint Stock Company. According to the approved design, the project has about 1,200 apartments, which can be adjusted to increase to 1,500 apartments.

Mr. Nguyen Minh Hai, General Director of the company, said that the project is divided into 3 phases. Phase 1 includes 275 apartments under construction up to the 8th floor, expected to complete the rough construction in June and hand over the houses by the end of 2025, 2 months ahead of schedule. At the same time, the company is preparing to start construction of phase 2 with nearly 500 apartments in June 2025, but the implementation is facing difficulties due to land issues.

According to Chairman of the Provincial People's Committee Vo Tan Duc, the above 3 projects are all large-scale apartments. When completed, they will create an abundant and diverse supply for people and civil servants who need to stabilize their lives for the long term, thereby feeling secure in their work and being attached to the province.

Tan Van Tower High-rise Apartment Project (Fresia Riverside) in Tan Van Ward, invested by Tan Van Real Estate Joint Stock Company, with a scale of more than 1,100 apartments.

Mr. Le Hong Nguyen, the company's director, said that most of the apartments are priced under VND2 billion, suitable for young people who need housing, while ensuring criteria for civil infrastructure. The project has been funded by the bank and has a product distributor. However, the land has not yet been calculated for land use fees by the authorities, making it impossible for the investor to complete financial obligations to carry out the next steps.

Long Binh Tan Social Housing Project is invested by Chuong Duong Homeland Joint Stock Company, with a scale of nearly 1,100 apartments.

Mr. Mai Xuan Chiem, Deputy Director of the company, said that the project targets low- and middle-income customers, in line with the province's social security goals, especially meeting the housing needs of officials and civil servants from Binh Phuoc who moved to Dong Nai to work after the province's merger. However, the project has not yet been granted permission to move the tunnel and foundation soil out of the project area, affecting the construction progress.

In addition to the above 3 projects, Bien Hoa city also has many commercial housing projects, social housing and resettlement areas planned to be implemented this year. However, these are 3 key projects, large in scale, conveniently located and have the potential to speed up progress to soon have housing to serve the people.

Urgently remove obstacles for investors

At the meeting with 3 investors on April 21, Chairman of the Provincial People's Committee Vo Tan Duc emphasized that Bien Hoa city currently has a huge demand for housing. In the coming time, when reorganizing the political apparatus, the province is expected to have about 1,600 more civil servants from Binh Phuoc province to work in Dong Nai, causing the demand for housing to increase even more.

The province's viewpoint is to ensure the best living and working conditions for cadres, civil servants and public employees, and to avoid a shortage of accommodation or workplaces. Therefore, the Chairman of the Provincial People's Committee requested relevant departments and branches to promptly resolve legal, land and credit problems and provide maximum support to investors to speed up construction progress.

At the same time, the province requested that investors, after having their difficulties resolved, must speed up the implementation progress, contributing to the formation of civilized and modern residential areas, supplementing the housing supply for the market and creating a premise for sustainable socio-economic development of the province.

Regarding each specific project, the Chairman of the Provincial People's Committee assigned responsibilities and completion time to relevant departments and branches.

Accordingly, the Long Binh Tan Social Housing Project assigned the Department of Agriculture and Environment to preside over and coordinate with the Bien Hoa City People's Committee to conduct a field survey and establish procedures for granting permits for the relocation of land and materials when digging tunnels and foundations. In case the procedures are prolonged, the volume to be relocated will be recorded, a temporary permit will be considered, and the mineral licensing fee will be temporarily calculated for the project to continue. This task will be completed and reported to the Provincial People's Committee before May 10.

For the Tan Van Tower High-rise Apartment Project, the Department of Agriculture and Environment shall preside over and coordinate with the Department of Finance to urgently calculate land use fees as a basis for project implementation. Complete and report to the Provincial People's Committee before May 10.

As for the NXH2 Social Housing Project, provincial leaders will work directly with investors to resolve problems related to land, site clearance and environmental procedures, creating conditions for the commencement of phase 2 and speeding up the overall progress of the entire project.
