Along with the whole country, the new Thai Nguyen province will operate a two-level local government apparatus from July 1, 2025 (the whole province has 92 commune-level units). Up to now, communes and wards have prepared the necessary conditions to ensure that the new apparatus will operate smoothly as soon as the decision to merge the two provinces of Thai Nguyen and Bac Kan takes effect and the district-level government ceases to operate.

In late June, when we came to the headquarters of the People's Committee of Hoang Van Thu Ward (Thai Nguyen City), we saw that the officials and civil servants here were still working very seriously. After merging the commune-level administrative units, Hoang Van Thu Ward and the wards of Phan Dinh Phung, Trung Vuong, Tuc Duyen, Dong Quang, Quang Trung, Tan Thinh were merged and named Phan Dinh Phung Ward.

Mr. Duong Khanh Trung, Vice Chairman of the People's Committee of Hoang Van Thu Ward, said: Currently, the ward has more than 20 thousand people living in 18 residential groups. As the central area of ​​Thai Nguyen City, when there was a policy of merging commune-level administrative units, many cadres and civil servants of the ward were quite concerned. However, the local government has done a good job of ideological work for cadres and civil servants and actively informed all classes of people about this major policy of the Party and State.

This will help officials, civil servants and the majority of people in the area understand the great and correct significance of the merger policy as well as the 2-level local government model. Not only close to the people, the elimination of the intermediate level will help many administrative procedures to be resolved quickly, conveniently, and beneficially for the people, especially the issuance of land use right certificates, construction permits for civil works, etc.

To date, 20 local officials are ready to take on new assignments. Previously, one ward official had applied for early retirement to facilitate the reorganization and streamlining of the apparatus.

Mr. Duong Khanh Trung is expected to be assigned to the Party Building Committee of the new Phan Dinh Phung ward. "As a cadre and party member, I am ready to take on tasks anywhere the organization assigns me," Mr. Khanh shared.

Not only Hoang Van Thu ward, most of the cadres and civil servants at commune, ward and town levels in the province have stabilized their mentality and are ready to take on new tasks.

Mr. Nguyen Huu Quyet, former Party Secretary of Hung Son town (Dai Tu), said: I was assigned to work in Phu Lac commune. This is a new commune, merged from the communes: Phu Lac, Phuc Linh, and Tan Linh. Operating under the new model will certainly have many surprises and many difficulties, but I and the team of cadres and civil servants in the commune always believe in the correct policies and guidelines of the Party and State and will strive to complete the assigned tasks well.

Ready to operate under the new “model”

Since the end of June, some localities in the province have begun testing the new communal government apparatus after the merger. In many communes, wards and towns in the province, officials and civil servants have packed up files, papers, documents, etc. to prepare to move to the new headquarters.

From July 1, the organizational structure of communes and wards will have many changes. Specifically, the organization of the People's Committee at the commune level will have specialized units such as: Office of the People's Council, People's Committee; Department of Economy , Infrastructure and Urban Areas for wards and Department of Economy for communes; Department of Culture - Society; Center for Public Administration Services.

Although the operation of the two-level government is quite urgent and there is not much time for preparation, it can be seen that the collective of cadres and civil servants in communes and wards in the province is ready to "get started" on performing tasks according to the new model.

In particular, to ensure smooth handling of administrative procedures for people after the merger, most officials and civil servants have proactively updated their knowledge, grasped information and software for document management according to the new administrative unit.

Mr. Phuong Huy Quan, a judicial officer - civil status officer of Hoang Van Thu ward (Thai Nguyen city), said: To prepare for this transformation, the collective of officers and civil servants of the ward has proactively adjusted records, documents, and property statistics... to hand over to the new ward government. Currently, in parallel with performing tasks and quickly resolving administrative procedures for people, we have updated electronic document management software so that the reception and processing of basic administrative procedures for people and businesses can be smooth from July 1.

In just a few days, the merged commune-level government will officially come into operation. With the proactive and active role of the commune and ward governments, people have high expectations for positive changes in public agencies in the coming time.

Before the merger, Thai Nguyen had over 170 communes, wards and towns. With an average of 20 cadres and civil servants per commune-level unit, the whole province had over 3,500 cadres and civil servants who changed their positions or retired according to the State's policies and regimes.
