On behalf of the Party and State leaders, the Prime Minister sends his regards, condolences, and shares the pain and loss of the families of victims, missing, and injured people due to natural disasters; and shares the difficulties and hardships of the people of the Central region in the face of "floods on floods" and "storms on storms".

Local leaders in areas where rain and floods are forecasted to occur must focus on leading, directing, and immediately deploying necessary tasks and measures to ensure people's safety, putting the task of ensuring people's safety first and foremost. This includes mobilizing military, police, and other forces by all means to immediately approach residential areas isolated by floods and landslides to promptly support people, provide relief with food, necessities, and evacuate necessary cases to ensure safety.

At the same time, there must be plans to support people at evacuation sites, ensure security and order, and protect people's property.

Localities should arrange forces to block, control and guide traffic, not allowing people to pass through dangerous and unsafe areas, especially on traffic routes at risk of landslides, deep flooding and fast-flowing water; proactively arrange forces, vehicles, materials, and fully stock up on food, provisions and necessary necessities in key and vulnerable areas identified as having a high risk of being cut off due to landslides and flooding; proactively deploy additional supply plans when a situation of being cut off for many days occurs.
