Accordingly, at the meeting on May 3, 2025, after considering the proposal of the Standing Committee of the Party Committee of the Ministry of Finance on the transition to applying a number of specific mechanisms and policies that have been permitted by the National Assembly to be implemented in a number of localities after restructuring the apparatus and expanding administrative boundaries according to the policies of the Party and the State and the opinions of relevant agencies, the Politburo agreed in principle to allow localities after the merger to continue implementing the specific mechanisms and policies that the National Assembly had permitted to be implemented for localities before the merger.

The Politburo allows new communes and wards corresponding to the area of ​​Buon Ma Thuot City to enjoy the special mechanisms and policies that have been allowed to be implemented in Buon Ma Thuot City at present.

The Politburo assigned the Government Party Committee to preside over and coordinate with the National Assembly Party Committee to lead and direct agencies to institutionalize this policy in an appropriate form at the 9th Session of the 15th National Assembly. Summarize and evaluate specific mechanisms and policies for localities (after completing the merger and consolidation) to adjust and supplement them to suit the new situation or to legalize clear issues that have been tested in practice for nationwide application.

Previously, in order for Buon Ma Thuot to become the central urban area of ​​the Central Highlands in the new period, on December 16, 2019, the Politburo issued Conclusion No. 67-KL/TW on the construction and development of Buon Ma Thuot City to 2030, with a vision to 2045.

To implement this conclusion, the Government also issued Resolution No. 103/NQ-CP on the Government's Action Program to implement Conclusion No. 67-KL/TW, dated December 16, 2019 of the Politburo on the construction and development of Buon Ma Thuot City, Dak Lak Province to 2030, with a vision to 2045.

In addition, to create a premise to attract investment, contribute to promoting potentials and strengths, and create a breakthrough for Buon Ma Thuot City to be worthy of being the central urban area of ​​the Central Highlands, the National Assembly issued Resolution No. 72/2022/QH15 on piloting a number of specific mechanisms and policies for the development of Buon Ma Thuot City, which officially took effect from January 1, 2023.
