In recent times, Quang Ninh province has always paid attention to leading, directing, and organizing the implementation of administrative reforms in a drastic, synchronous, and effective manner, creating a favorable investment and business environment for people and businesses. In particular, the province is currently resolutely reviewing, cutting down, and simplifying administrative procedures related to production, business activities, and internal administrative procedures, ensuring the abolition of at least 30% of investment and business conditions, reducing at least 30% of the processing time of administrative procedures, and 30% of the cost of complying with administrative procedures...
Accordingly, administrative procedure reform is promoted at all levels and sectors, with people and businesses at the center of service. Currently, the province has 1,717 administrative procedures (1,319 at the provincial level), 100% of procedures have established processes to ensure clear identification of people, tasks, and processing times. The reviewed administrative procedures have reduced processing time by 30-50% compared to regulations.
Up to now, 100% of transactions on the National Public Service Portal and the Provincial Administrative Procedures Information System have been authenticated electronically via VNeID; 100% of input records have been digitized; the ratio of online public service records to the total number of records received on the system and specialized software at the provincial level is 83.5%, at the district level 88.1%, and at the commune level 98%. The ratio of records resolved on time and before the deadline at the provincial level is 99.8%, at the district level 99.8%, and at the commune level 99.9%; the ratio of non-cash payments is 100% at all levels.
Quang Ninh is also one of the localities that effectively implements the tasks of Project 06 with a focus on 11 utilities in healthcare,education , social insurance, justice, and information technology. At the same time, it is one of four localities nationwide to pilot the model of a one-level Public Administration Service Center under the Provincial People's Committee.
For 7 consecutive years (2017-2023), the province has held the PCI Champion position, leading the PAR Index for 6 years (2017-2020 and 2022-2023, 4th in 2024), leading the SIPAS Index for 5 consecutive years (2019-2023, 4th in 2024), leading the PAPI Index for 3 years (2020, 2022, 2024). The Readiness Index for the Development and Application of Information and Communications Technology (ICT Index) is in the top 3 localities nationwide for 4 consecutive years (2020-2023); in the top 10 localities attracting large enterprises (in 2024, Quang Ninh has 6 enterprises ranked in the 500 largest enterprises in Vietnam and 3 enterprises ranked in the 500 largest private enterprises in Vietnam).
Along with that, the province, localities, departments and branches have actively accompanied, proactively grasped, and improved the effectiveness of resolving difficulties and problems for investors and enterprises; promptly issued many mechanisms and policies to support various types of enterprises, cooperatives, and business households in the area. The private economic sector is increasingly becoming an important driving force for socio-economic development. It is estimated that in the past 5 years, 10,648 new units were established (including 8,573 enterprises, 2,075 dependent units), reaching 106% of the set target; 555 newly established cooperatives, 1.5 times higher than the period 2016-2020.
Based on the achieved results, in order to aim at improving the quality of service to people, organizations and businesses, building a modern and transparent administration, striving to successfully implement the socio-economic development tasks set for 2025 with the target of GRDP growth of over 14%, recently the Standing Committee of the Provincial Party Committee continued to issue Official Dispatch No. 2692-CV/TU on rectifying discipline, enhancing responsibility in handling administrative procedures, creating a favorable investment and business environment for people and businesses.
Accordingly, the Standing Committee of the Provincial Party Committee requests Party committees, Party organizations, authorities, heads of departments, branches, agencies, units, Party secretaries, and Chairmen of People's Committees at district and commune levels to resolutely rectify discipline, strengthen responsibility and take responsibility for directing the resolution of feedback and recommendations, in order to promptly remove difficulties and obstacles for businesses; continue to seriously, fully and effectively implement Resolution No. 05-NQ/TU dated April 9, 2021 of the Provincial Party Committee on promoting administrative reform; improving the investment and business environment, enhancing provincial competitiveness in the 2021-2025 period, with a vision to 2030.
In particular, immediately rectify the situation of cadres, civil servants and public employees under their management in terms of spirit and attitude in serving people and businesses; criticize and strictly handle groups and individuals who violate the provisions of the law; immediately end the situation where enterprises have to pay unofficial costs in performing administrative procedures and other activities related to state administrative agencies and units; continue to review, establish and maintain a hotline in a practical and effective manner to receive and immediately handle feedback and recommendations from enterprises about having to pay unofficial costs to state administrative agencies, cadres, civil servants and public employees.
On the side of the Standing Committee of the Provincial Party Committee, the leaders and directions of the Provincial People's Committee closely follow the key tasks stated in Official Dispatch No. 56/CD-TTg dated May 4, 2025 and Official Dispatch No. 63/CD-TTg dated May 12, 2025 of the Prime Minister to focus on directing departments, branches, agencies, units and localities to urgently organize and implement to ensure seriousness and effectiveness. The focus is on reviewing, cutting down and simplifying administrative procedures related to production and business activities and internal administrative procedures, ensuring the abolition of at least 30% of investment and business conditions, reducing at least 30% of the processing time of administrative procedures, 30% of the cost of complying with administrative procedures, completing the implementation of 100% of the plan on decentralization of authority to resolve administrative procedures approved in Decision No. 1015/QD-TTg dated August 30, 2022 of the Prime Minister, 100% of internal administrative procedures are cut down and simplified in accordance with new legal provisions on decentralization, delegation, authorization and streamlining the organizational apparatus, implementing the 2-level local government organization model.
The Fatherland Front and socio-political organizations of the province, together with relevant units, continue to innovate the content and form, improve the effectiveness of propaganda and dissemination of Party regulations and State laws in administrative reform; strengthen supervision and criticism of the organization and implementation of administrative reform, creating an investment and business environment in the province. The Provincial Party Committee's Inspection Committee strengthens the situation, regularly supervises and proactively proposes inspections when there are signs of violations, strictly handles violations in the performance of official duties to deter and warn the entire Provincial Party Committee, in order to promote and improve work efficiency and performance, and complete the tasks and goals set for 2025.
