Communes in disadvantaged areas are making breakthroughs in administrative reform.

(GLO) - After three months of implementing the two-tiered local government model, many disadvantaged communes in the western region of Gia Lai province have achieved outstanding results in administrative reform.

The application of technology and the simplification of administrative procedures have helped improve the service index, bringing satisfaction to citizens and businesses.

According to the National Public Service Portal's index for serving citizens and businesses in carrying out administrative procedures and providing public services, Uar commune's score has continuously improved since the implementation of the two-tiered local government model. From a "fair" rating of 75.48 points in July 2025, the commune rose to a "good" rating in September 2025 with 89.07 points (updated September 22).

Given that nearly 70% of the population are ethnic minorities, the Commune Public Administrative Service Center has implemented the motto " Scientific - Efficient - Modern - Ready - Friendly".

Mr. Dinh Khac Mam (from Suoi Cam hamlet, Uar commune) shared: “I came to get my land use right certificate and the officials here guided me very attentively. Thanks to that, I quickly completed the procedure without having to come back many times.”

From the beginning of July 2025 until now, the Uar Commune Public Administrative Service Center has received over 1,000 administrative procedure applications, of which nearly 88% were processed online. The unit has returned results for nearly 900 applications, with more than 97% being completed on time or ahead of schedule.

Mr. Rah Lan Baih, Deputy Director of the Public Administrative Service Center of Uar commune, said: “Currently, the commune is preparing the conditions to move towards 100% digitization of documents, strengthening the application of information technology, simplifying procedures, and striving for a 90% rate of online applications. We also regularly gather feedback from citizens and businesses to promptly address shortcomings and provide even better service.”

Ia Dreh, a particularly disadvantaged commune with over 97% of its population being ethnic minorities, has also made a breakthrough in administrative procedure reform. Just nearly three months after the merger, the locality rose to the excellent group, achieving 90.17 points (updated September 22nd) according to the National Public Service Portal's index for serving citizens and businesses in carrying out administrative procedures and providing public services.

This result was achieved by implementing the "4-in-1" model (on-site reception, on-site assessment, on-site approval, on-site delivery of results) and promoting the application of information technology, which helps to make the process transparent and shorten the time for handling applications.

From July 1st, 2025 to the present, the Ia Dreh Commune Public Administrative Service Center has received 1,832 applications, including 1,712 online applications; 1,738 applications have been processed and results returned, mostly on time or ahead of schedule.

Mr. Ksor Rin (from Bhă H'Nga hamlet, Ia Dreh commune) said: “I came to the commune to complete land-related procedures, and the officials guided me very enthusiastically. After 2 days, I received the results. I am very satisfied with the service of the officials here.”

Ms. Cao Thi Minh Hoa, a civil servant in the Justice and Civil Registry department of the Ia Dreh Commune Public Administrative Service Center, said: "After the merger, the workload has increased significantly, requiring our staff to strive to learn and improve their professional skills to better serve the people."

The index for serving citizens and businesses in carrying out administrative procedures is evaluated based on 5 criteria: transparency, processing time, online services, satisfaction level, and document digitization.

As of September 23rd, the entire province had 55 communes and wards rated good according to this index, of which 51 were in the western region; 78 communes and wards achieved excellent ratings, of which 25 were in the western region.

This serves as an impetus for localities to continue innovating, improving service quality, and building a modern, proactive administration that better serves the needs of citizens and businesses.
