In recent years, the landslide situation at Van Ca Vai mountain (Lang Dau residential group, Di Lang town, Son Ha district, Quang Ngai province) has been complicated, damaging a number of residential buildings of local people. Due to lack of funds and no land for resettlement, for many years, people have had to live insecurely at the foot of the landslide mountain.
Faced with the above situation, the Van Ca Vai Residential Area Disaster and Landslide Overcoming Project was implemented. The project has a total investment of 14 billion VND from the central budget to support the overcoming of natural disasters and landslides in 2023 in Quang Ngai province. The project's goal is to ensure the safety of life and property for 5 households with 24 people at the foot of Van Ca Vai mountain and DH77 road.
This project was built under an emergency order from the Chairman of the People's Committee of Son Ha district, started on July 15 and was constructed in 108 days (completed before October 31). The project is invested by the Management Board of Investment, Construction and Land Fund Development of Son Ha district.
As of September 15, 2024, the construction volume of the project reached 23.28% of the contract value. The investor said that the project implementation is facing difficulties because the construction area has a steep terrain; the construction site conditions face many obstacles because there is a 110KV power pole on the top of the mountain.
There are houses at the foot of the mountain, with the risk of landslides at any time; unfavorable weather conditions, frequent heavy rains, affect the construction process.
Inspecting the project site on September 17, Chairman of Quang Ngai Provincial People's Committee Nguyen Hoang Giang shared the difficulties with the investor and construction unit.
At the same time, the investor and related units are required to closely monitor the site and urge construction units to arrange reasonable construction time in the current unfavorable weather conditions to speed up progress.
In addition, urgently direct the contractor to move all soil and rocks located close to the edge of houses, which pose a potential safety risk during heavy rains and waterlogged soil that can easily cause landslides.
Strengthening close supervision of the quality of the project, ensuring safety during construction and completing the project on schedule, to ensure disaster response, safety for people and property at Van Ca Vai mountain before the rainy and flood season in 2024.
Through a field inspection, Chairman of the Provincial People's Committee Nguyen Hoang Giang also emphasized that Quang Ngai is one of the localities assessed to have many points at risk of landslides during the rainy season.
Therefore, the People's Committee of Son Ha district in particular and the mountainous districts of the province, localities at risk of flash floods and landslides as announced by the Central Government are requested to focus on directing agencies and units, mobilizing the participation of the entire political system, as well as the people in the work of natural disaster prevention and control.
Closely monitor the situation, promptly grasp warning information, proactively deploy plans to prevent and combat floods, storms, landslides, rockslides, etc. Strengthen propaganda and mobilize people to be proactive in being vigilant, preventing and avoiding natural disasters, proactively evacuating people from areas at risk of landslides; to ensure the safety of people's lives and property, and minimize damage when situations occur.
The Chairman of the People's Committee of Quang Ngai province also requested departments and branches to pay attention and advise the Provincial People's Committee to allocate adequate resources for mountainous districts in disaster prevention and control.
