Need to synchronize waste classification and treatment process

Based on the current practice of waste collection, transportation and treatment, Khanh Hoa Department of Agriculture and Environment is consulting the Provincial People's Committee on documents to unify the management of this activity throughout the province.

Many problems

According to the report of the Department of Agriculture and Environment, the whole province currently has 12 units providing garbage collection, transportation and treatment services. These units are responsible for collecting garbage in assigned areas and bringing it to 6 treatment areas at sanitary landfills. On average, each day, these facilities receive and treat about 1,300 tons of garbage. Previously, these units mainly signed contracts with district-level units to collect, transport and treat garbage. When the 2-level local government came into operation, implementing the direction of the province, the Department of Agriculture and Environment temporarily signed a contract with the collection units until the end of 2025. It is expected that from January 1, 2026, communes and wards will proactively prepare budgets to hire units to collect, transport and treat garbage.

To unify the management method of garbage collection, transportation and treatment, on October 28, the Provincial People's Committee held a meeting with departments, branches and public service providers to develop a standard process to be applied from 2026. According to the leader of Cam Ranh Urban Joint Stock Company, the province needs to soon develop and approve state management activities for this field for each commune and ward; each cluster of communes and wards or managed by the province so that it can be applied from the beginning of 2026. From there, businesses will proactively invest in equipment and arrange human resources to perform their tasks well.

At the meeting, representatives of businesses providing waste collection, transportation and treatment services shared the difficulties when the unit price was established a long time ago and is no longer suitable. In addition, many landfills in the province have been in operation for many years, many items of leachate treatment and cover to prevent odor dispersion are still limited; some remote localities still have many open dumps, treated manually or by unsanitary burning and burial methods. This causes water pollution, affects public health, especially in the rainy season.

Synchronize solutions

According to Ms. Nguyen Thi Lan - Deputy Director of the Department of Agriculture and Environment, the department is advising the Provincial People's Committee to issue 4 new decisions on: Regulations on classification, collection, transportation, and treatment of bulky waste; regulations on management of solid waste of households and individuals; regulations on routes and time for waste transportation; regulations on preferential policies and support for waste management activities. Along with that are economic and technical norms to serve as a basis for building service prices, ensuring transparency and consistency in implementation.

At the meeting, Mr. Le Huyen - Vice Chairman of the Provincial People's Committee directed the Department of Agriculture and Environment to urgently advise the Provincial People's Committee on methods of managing waste collection, transportation and treatment activities; develop economic and technical standards for collection, transportation and treatment of solid waste in the whole province, to be completed in November 2025. In the long term, along with allocating funds to expand and upgrade the leachate treatment system, cover against odors, install surveillance cameras... The province is calling for investment in waste-to-energy projects, such as: Suoi Dau waste-to-energy plant (capacity of 36MW, expected to receive 1,300 tons of waste/day) and Bac Nha Trang waste treatment plant (40MW). When put into operation, these two plants will contribute significantly to the goal of reducing the landfill rate to below 30%. In addition, promoting waste classification at source and community communication will help reduce pressure on the treatment stage. Vice Chairman of the Provincial People's Committee Le Huyen has directed the Department of Agriculture and Environment to build and deploy pilot models of waste classification, on that basis, to replicate them throughout the province.
