On October 20, 2023, the People's Committee of Vinh Phu Ward (Thuan An City) announced that it had posted a notice stating that "The Ngoc Luc Bao 68 Apartment Complex Project does not yet meet the conditions for transfer or capital mobilization." This Ngoc Luc Bao 68 project, invested by Le Phong Group Joint Stock Company, is currently being implemented in Vinh Phu Ward.
Regarding the fact that The Emerald 68 project is not yet eligible for transfer and capital mobilization, on September 27, 2023, the People's Committee of Vinh Phu Ward submitted Report No. 129/BC-UBND to the Department of Construction of Binh Duong Province, Team No. 2 - Inspectorate of the Department of Construction, and the People's Committee of Thuan An City to request guidance. According to the report from the People's Committee of Vinh Phu Ward, The Emerald 68 project is currently underway. On September 29, 2023, the People's Committee of Vinh Phu Ward received a notice of commencement of construction, with the expected start date being October 5, 2023.
However, based on reports and the actual situation at the project site, the People's Committee of Vinh Phu Ward has observed a group of people distributing leaflets with content and images related to the apartment project. According to the People's Committee of Vinh Phu Ward, although the leaflets do not specifically mention The Emerald 68 project, they create the misconception that the project is eligible for sale. This situation could easily lead to complaints and disputes, and also affect the management work of the People's Committee of Vinh Phu Ward.
