Warning to former Director of Ho Chi Minh City Tax Department Tran Ngoc Tam

The Ho Chi Minh City Party Committee's Inspection Commission has just issued a notice on the results of its inspection when there were signs of violations and considered and proposed disciplinary action against a number of party organizations and party members.

Specifically, through inspection when there were signs of violations against the Party Committee of the Ho Chi Minh City Tax Department, the City Party Committee's Inspection Committee established a delegation to review and propose disciplinary action against relevant party organizations and party members.

Thereby, the Party Committee of the Ho Chi Minh City Tax Department for the 2015 - 2020 term was reviewed and disciplined in the form of a Reprimand.

The reason is that this unit lacks inspection and supervision of the implementation of State policies and laws in the implementation of political tasks for Party cells and Party members related to VAT refunds and post-refund inspections. This leads to the investigation agency initiating a case of VAT refunds in violation of regulations.

The City Party Committee's Inspection Commission concluded that the above violations caused serious consequences, reducing the prestige of party organizations, agencies and units.

Regarding the above shortcomings and violations, the City Party Committee's Inspection Committee has considered and disciplined Mr. Tran Ngoc Tam, former Secretary of the City Tax Department Party Committee for the 2015-2020 term, former Director of the City Tax Department, with a warning; and reprimanded Ms. Le Thi Thu Huong, Deputy Secretary of the City Tax Department Party Committee for the 2015-2020 term, former Deputy Director of the Ho Chi Minh City Tax Department.

In addition, the City Party Committee's Inspection Committee requested the City Tax Department Party Committee to strictly criticize and draw lessons from the Tax Declaration and Accounting Party Cell, Inspection - Examination Cell 9, and the Professional - Budgeting - Legal Cell.

The City Party Committee's Inspection Committee also established a delegation to review and propose disciplinary action against Mr. Vo Cong Toan, a Party member of the District 5 Department of Natural Resources and Environment Party Cell (former Deputy Party Cell Secretary, former Deputy Head of the Department of Natural Resources and Environment of Tuy Hoa City, Phu Yen Province).

After consideration, the City Party Committee's Inspection Committee voted to decide on a disciplinary measure of reprimand for Mr. Vo Cong Toan. The reason is that Mr. Toan had limitations, shortcomings, and violations in performing his duties and public duties, and did not fully fulfill his responsibilities in checking the order, procedures, and suitability of the dossier for granting land use right certificates.

However, because the Party's disciplinary statute of limitations for the violation had expired, the City Party Committee's Inspection Committee did not discipline or criticize Mr. Vo Cong Toan.
