According to the Electronic Information Portal of the Ministry of Education and Training, the Ministry has just held a conference to disseminate, thoroughly understand and implement the Party's policies and guidelines, legal documents on political education tasks and student work.
Here, Lieutenant Colonel Lam Tien Dung, an officer of the Department of Prevention and Investigation of Human Trafficking Crimes, Criminal Police Department ( Ministry of Public Security ), shared the topic "Work to ensure social order and safety, fight against crimes and law violations among students".

Mr. Dung said it is necessary to strengthen coordination between the Ministry of Public Security, the Ministry of Education and Training, localities, organizations and families to detect and prevent risks of abuse, violence or social evils from entering schools.
Lieutenant Colonel Lam Tien Dung also proposed researching and implementing the "police semester" model, thereby helping students be equipped with legal knowledge, self-protection skills and awareness of preventing violations.
Besides humane solutions, strong measures are needed.
Speaking at the conference, Mr. Hoang Duc Minh, Director of the Department of Students (Ministry of Education and Training), emphasized the work of political, ideological, moral and lifestyle education for the young generation. Educational institutions need to further strengthen their responsibility towards students, promote the role of teachers, administrators and Departments of Education and Training in ensuring a safe and healthy educational environment.

According to Mr. Minh, along with the humane solutions of the industry, it is necessary to have measures to maintain discipline and order in schools and propose to strengthen the connection between school - family - society, promote communication work on education policies and support for students. With the proposal to deploy models such as "police semester", Mr. Minh said that the Ministry of Education and Training will continue to research and implement, at the same time apply information technology and healthy experiential activities, "using beauty to overcome ugliness, using light to cover darkness" in the school environment.
From today, October 31, Circular 19 regulating rewards and discipline for students of the Ministry of Education and Training officially takes effect, replacing Circular 08 issued in 1988. All 5 forms of discipline in Circular 08 including: reprimand in front of the class, reprimand before the school disciplinary council, warning in front of the whole school, expulsion for one week and the highest form of expulsion for one year are all abolished.
Circular 19 stipulates that the highest form of discipline for students is requiring them to write a self-criticism, along with warnings and criticisms. For primary school students, only two forms of discipline are applied: warnings and requests for an apology. This content has caused many conflicting opinions, in the context of many recent serious school violence cases.
