
According to data from the National Database on Administrative Procedures (TTHC) on October 17, there are currently 5,527 administrative procedures nationwide, including 3,170 ministerial or vertical-level administrative procedures, 2,082 provincial-level administrative procedures, 400 commune-level administrative procedures and 141 other agency administrative procedures.
In addition, there are 668 administrative procedures regulated by localities to meet specific policies in each locality.
Recently, the Ministry of Public Security has coordinated with consulting units to review and identify 15 types of documents that have complete data and can be automatically exploited to reduce and simplify the components of administrative procedure records. On that basis, the Ministry of Public Security has made a detailed list of 734 administrative procedures whose records contain one of these 15 types of documents, which can be replaced by data.
Specifically implementing the Government's Project 06 on developing population data, identification and electronic authentication, Official Dispatch No. 6723 of the Ministry of Justice issued 3 appendices with detailed instructions on review methods, summary forms and 5 options for reducing and simplifying administrative procedures, to ensure uniform implementation nationwide.
Accordingly, the review focuses on administrative procedures whose dossier components contain at least one of the 15 types of documents that can be replaced by data, based on the list compiled by the Ministry of Public Security.
The Ministry of Justice guides agencies to choose one of five options during the review, specifically as follows:
One is to replace the file components with electronic data. State agencies will proactively look up and exploit information on databases, instead of asking people to provide documents.
Second , completely reduce the profile components if the information is no longer necessary for processing the procedure.
Third , if information is still needed but cannot be replaced by data, the reason must be clearly stated to have a basis for further improvement.
Fourth , with duplicate and no longer appropriate procedures, it is possible to propose abolishing all administrative procedures.
Fifth , request the Ministries and branches in charge of the database to provide additional necessary information fields to ensure the ability to connect, share and exploit data.
Ministries, ministerial-level agencies, provinces and cities will enter the review results into the attached appendix. In case of discovering additional procedures that can be reduced, the units need to update and supplement; if they do not agree with the published list, they must clearly state the reasons.
During the review process, agencies must clearly state the articles, clauses, points, forms or appendices of legal documents that need to be amended or abolished.
If replacing records with data requires adjusting application forms or declarations to add information for reference purposes, this must be specifically stated in the report.
For specific administrative procedures issued by localities, the chairmen of the People's Committees of provinces and cities are responsible for directing the review and proposing reductions, and at the same time advising competent authorities to amend and supplement legal documents to remove the requirement for people to submit documents already in the database. This must be completed before November 15 or submitted at the nearest People's Council meeting.
According to Deputy Minister of Justice Nguyen Thanh Tinh, streamlining administrative procedures not only helps reduce compliance costs but also reduces social costs, thereby allowing more resources to be focused on investment and development. At the same time, the efficiency and effectiveness of the administrative apparatus are improved, moving towards a modern, transparent administration that better serves development.
Deputy Minister Nguyen Thanh Tinh also emphasized that, in order for the reduction and simplification of administrative procedures based on data to be truly feasible and bring convenience to people and businesses, ministries, branches and localities need to clarify their capacity and commitment in building, connecting and sharing data according to the principles of "correct, sufficient, clean, alive, unified and shared", to ensure that the reduction plan is effectively implemented as soon as it is issued.
This requires the information technology system, technical infrastructure and terminal equipment to be synchronized and smooth; at the same time, it is necessary to train and guide staff to ensure smooth operation process.
