
Application of science and technology in management, operation and teaching at Dong Loi Primary School (Dong Tien commune).
Realizing the importance of digital transformation in socio-economic development, Dong Tien commune has promptly concretized Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. From the direction of the Provincial Party Committee and the plans of the Provincial People's Committee, Dong Tien commune issued 6 decisions, 8 plans and a series of guiding documents to synchronously deploy digital transformation tasks and goals in the area.
If in the past, people were used to "submitting documents, waiting for signatures and then coming back to receive results", now with just a few electronic operations, all administrative procedures can be done right at home. The change is not only in technology, but also in the management mindset and service attitude of the staff who are trying to turn the government into a "digital government", serving the people in a faster, more transparent and closer way.
As a result, from July 1 to now, Dong Tien Commune People's Committee has received over 1,700 administrative records, of which over 1,600 were submitted online, accounting for 94.41%. All records were processed on time, with no backlog. The rate of document processing on the management software reached 99.42%, reflecting the smooth operation of the commune-level e-government system.
People can submit applications, track progress, and receive results via text messages or QR codes - something that used to be a "luxury" in a rural area. Mr. Nguyen Chi Quang, Vice Chairman of the People's Committee of Dong Tien Commune, shared: "Innovation is not just a matter of technology, but also a way for the government to change to serve better. All processes are transparent and quick, people do not have to travel a lot, saving time and money."
Thanks to the synchronous implementation of solutions, up to now, Dong Tien commune has completed the telecommunications infrastructure with 3 major network operators (VNPT, Viettel, Mobifone ) covering 100% of the area; fiber optic cables reaching every village, wifi covering all headquarters, schools, medical stations and cultural houses. 100% of cadres and civil servants are granted accounts to use the electronic document management system, digital signatures, and operational management software. Digital skills training courses for cadres, party members, organizations and people are organized regularly. As of September 2025, 60% of people have VNeID identification accounts, 40% make non-cash transactions.
In education, 100% of schools have deployed electronic contact books, score management software, and the "Edu connection" application between teachers and parents. In the health sector, the Commune Health Station has completed updating electronic health records for 100% of the population, integrating them into the national data system. People can track their medical examination and treatment history, vaccination schedules, and test results via the VNeID application. The rate of people with electronic health records is 95%. In the economic sector, Dong Tien commune has initially effectively exploited rural e-commerce. OCOP products such as Dien Hoi rice vermicelli, Thu Linh sticky rice, Dong Tien yellow melon, etc. are available on the Thanh Hoa Safe Agricultural Products floor. Many farming households and small cooperatives use QR codes to trace the origin of products, make electronic payments, and even livestream online sales. Although still in its early stages, revenue from digital channels has accounted for 15-20% of total revenue, opening up a new direction for the rural economy...
Despite many positive results, the digital transformation in Dong Tien still faces many challenges such as: The information technology infrastructure in some village cultural houses is still weak, the equipment is degraded, and the transmission line is not stable. The rate of people with digital signatures is only under 30%, while some broadcasting stations and broadcasting systems have not been upgraded synchronously. The commune's IT human resources are still thin, many cadres hold concurrent positions, so the workload is large, making it difficult to ensure progress. In addition, the investment and maintenance budget for digital infrastructure is still limited, not meeting the requirements of rapid and sustainable development in the new period.
Based on the achieved results, the People's Committee of Dong Tien commune identified the key tasks in the coming time as continuing to improve the digital capacity of cadres, party members and people; perfecting information technology infrastructure, expanding 5G coverage, and increasing the use of digital platforms in production, business, learning and health care.
Organizations such as the Youth Union, Women's Union, and Farmers' Union are assigned to be the core force in propagating and guiding people to access online public services, cashless payments, and use QR codes in goods transactions. In addition, the commune proposed that the province support investment funding and arrange specialized cadres for digital transformation at the commune level to ensure in-depth and synchronous implementation.
Mr. Nguyen Chi Quang added: “We aim for the goal that every citizen can perform public services at home, all transactions are transparent, all information is accessible. Digital transformation is not a temporary movement, but a long-term direction to improve the quality of service to the people.” Digital transformation in Dong Tien not only helps the government operate more effectively, but also helps people feel served and accompanied on the development journey. From traditional rural areas, Dong Tien is gradually moving towards modern rural areas - where each electronic operation is a bridge connecting the government with the people.
