As a village with 6 different ethnic groups living, Xom Giao village, Dam Ha commune (Dam Ha district) has built and maintained a village covenant and regulations to be implemented in the village. Party cell secretary, head of Xom Giao village Nguyen Van Tram said: Previously, Xom Giao village was 2 villages including Son Hai and Xom Giao. Each village had its own village covenant. In 2022, Son Hai village merged into Xom Giao village, so the village covenant must also be merged into one to be consistent. We organized the village to give opinions. In particular, the elderly of the 2 villages considered adding appropriate regulations to unify into a common village covenant.
Xom Giao village is different from other villages in Dam Ha commune because it has many ethnic groups living there. Therefore, the village's covenant stipulates the maintenance and respect of the cultural identity of each ethnic group, such as San Chi, Tay, Muong, Thai... The village's covenant stipulates the respect of the religious rights of each person, in order to promote national unity. Currently, Dam Ha commune (Dam Ha district) has 7 villages and all have covenants to promote the code of conduct and cultural and religious lifestyle of all people.
As a mountainous border area, 96% of the population is ethnic minorities. Binh Lieu district has a total of 3,374 elderly people, participating in 86 elderly association branches in villages and areas in 7 communes and towns in the district; of which nearly 300 elderly people participate in the Party committees and authorities of villages and residential areas; most of the elderly in the district are prestigious people. In recent years, the construction and maintenance of conventions and village regulations in Binh Lieu district has a very important role for the elderly.
Ms. Ngo Thi Tuoi, Head of the Elderly Representative Board of Binh Lieu district, said: In the construction of village conventions, the elderly often participate in contributing their opinions in preserving cultural identity. Previously, in many places in the district, backward customs were still maintained, such as funerals lasting for many days, families organizing elaborate feasts and sleeping right next to the coffin; organizing funeral processions at night to avoid ghosts following them home... From such backward customs, the district has issued a resolution on village conventions and conventions in villages, hamlets, and residential areas in localities in the district to eliminate backward and inappropriate customs and build new rural areas.
Therefore, the elderly have participated in meetings, contributed constructive ideas, innovated to eliminate backward customs of the people and included them in the conventions and village rules for the younger generation to receive and follow. Currently, in Binh Lieu district, backward customs have been completely eliminated.
In addition, the elderly have also played a very important role in maintaining the culture in villages and hamlets in Binh Lieu district. In particular, the elderly have the task of teaching Then singing and Tinh lute of the Tay people in Luc Hon commune; Soong Co singing of the San Chi people in Huc Dong commune; Sang Co singing of the Dao people in Dong Van commune... participating in Luc Na Communal House Festival, Wind Abstinence Festival of the Dao people... In general, all the participation and contributions of the elderly have brought about changes, building a culture rich in identity, attracting tourism development.
Dong Trieu City has a total of 27,500 elderly people living in 163 village and residential area associations in 19 communes and wards in the city. Building and maintaining village and residential area conventions has been a regular task of the city's elderly people in recent years. Head of the Elderly Representative Board of Dong Trieu City Pham Thi Toan said: The building of village and residential area conventions has been contributed by village and residential area elders to contribute ideas to build or supplement in accordance with customs and practices to maintain typical traditions. Many local Elderly Associations have built valuable village and residential area conventions associated with customs and practices, ensuring legal regulations; contributing to building the cultural life of residential areas; building civilized urban areas.
Building a civilized lifestyle
In recent years, social life has changed a lot, localities in the province have directed residential areas to edit and supplement the system of village covenants and conventions to best meet the practical needs of life. To promote the value of village covenants, conventions and traditional cultural values rich in identity, Quang Ninh people are "Dynamic - Creative - Generous - Healthy - Civilized - Friendly".
In particular, the elderly always have a core position in maintaining and preserving the traditional cultural values of their clans, villages, and ethnic groups... Especially the songs, singing, and dances that have been passed down from ancient times, so they inherit and teach them to the young generation today and for the future to preserve and conserve, such as: Then singing of the Tay people; Soong Co singing; Boi singing, Cap Sac custom... Although traditional cultural festivals are rarely recorded in documents, they are still preserved by word of mouth from previous generations to restore the sea opening ceremony in Van Don; Cap Sac ceremony of the Dao Thanh Y people in Ha Long City, Uong Bi City, Ba Che District...
Along with that, the team of elderly people who are party members, village elders, and prestigious people with important positions participate in the self-management role of villages and residential groups, protect and preserve traditional cultural values, good customs and practices, limit and gradually eliminate backward customs, improve the quality of state management work on building and implementing village conventions. Organize to honor and commend typical cultural models: Cultural families, cultural villages and residential groups, agencies and units that meet cultural standards every year.
Every year, on the basis of the established village conventions and regulations, villages and residential areas in localities in the province have actively reviewed, adjusted and consulted people to amend and supplement them to suit their lives. At the same time, propaganda work has been stepped up so that people know and comply with the regulations. Thanks to that, people in villages and residential areas have focused on developing production and increasing income. Up to now, there are basically no poor households in villages and areas in the province; cultural and artistic movements have also become more vibrant, and village and neighborhood relationships have become increasingly strong.
According to the data of the Provincial Elderly Association Representative Board, the province currently has 13 Elderly Association Representative Boards at district, town and city levels; 171 Elderly Associations at commune, ward and town levels; 1,452 branches with 150,000 elderly members. Mr. Pham Hung Son, Head of the Provincial Elderly Association Representative Board, said: In recent times, the patriotic emulation movement "Old age - Bright example" has been strove to be implemented by the Elderly Associations at all levels in the province and has truly been a support for the government, contributing to the implementation of the annual political tasks of the locality. Talking about the role of village conventions and regulations in current life, in villages and residential areas, when building or amending and supplementing village conventions and regulations, they are all based on promoting democracy, with discussion and consensus of people's opinions.
In order to make the implementation of village covenants and conventions more and more regular, the Representative Board of the Elderly Association at all levels has linked the implementation of village covenants and conventions to the movement of the whole people uniting to build a cultural life and build new rural areas and civilized urban areas in the province. Thanks to that, people all agree and implement well; cultural, artistic, physical education and sports movements for the elderly are increasingly developing vigorously.
Provincial levels, sectors and specialized agencies need to guide, develop, adjust and supplement village and hamlet conventions and regulations in accordance with practical requirements on preserving and promoting traditional cultural values in building cultural villages and hamlets, building cultural families, implementing civilized lifestyles in weddings, funerals and festivals according to the criteria of communes and hamlets meeting new rural standards. From there, gradually limit and move towards eliminating backward customs and practices; build and replicate typical examples in the movement of the whole people uniting to build a cultural life in ethnic minority areas, mountainous areas, border areas and islands, especially in the team of Party cell secretaries who are also village and hamlet chiefs, village elders, prestigious people, dignitaries and officials among ethnic minorities.
The construction of village covenants and conventions is specific, close to the conditions and characteristics of each village, hamlet, and residential group, including the important role of the elderly in the province; this has had a positive impact on social management work in the community, contributing to bringing the Party and State's policies into life. Village covenants and conventions into life will contribute significantly to the formation of social norms and values in accordance with the traditions and identities of the locality, eliminating backward customs, and promoting grassroots democracy. The elderly are not only tall trees that provide shade, but also the most active people in preserving the traditional customs of the village.
