In February 2025, the Provincial People's Committee issued Decision No. 362/QD-UBND approving the Provincial Training and Development Plan for cadres and civil servants in 2025. Accordingly, 62 training and development courses with a total of 3,757 students were deployed, ensuring both improving professional capacity and honing management and operational skills for civil servants and public employees at all levels. Along with that, the province continued to develop the Development Strategy Project of Ha Long University until 2030, creating a basis for building a chain of links between university training and the practical needs of businesses.
In the first quarter of 2025, the Department of Education and Training closely coordinated with vocational training institutions in the area to organize a working conference to review the demand for high-tech human resources and orient key occupations in line with the economic development orientation of the province. At the conference, the parties discussed in depth the method of linking schools and businesses, especially in key industries such as IT, automation, mechatronics, and tourism - hotel services, etc.
In parallel with vocational training, Quang Ninh continues to deploy and organize the implementation of Plan No. 252/KH-UBND dated December 29, 2021 of the Provincial People's Committee on building a learning society in Quang Ninh province for the period 2021-2030. Thereby, improving the quality of learning and talent promotion activities, building a learning society; diversifying learning forms and methods; promoting the application of IT, digital transformation in building a learning society and lifelong learning at agencies and units in the province. At the same time, encouraging workers to self-study and self-improve to quickly adapt to new technologies and modern business models.
The Department of Education and Training coordinated with the People's Committees of 4 cities (Ha Long, Uong Bi, Mong Cai, Cam Pha) to review and develop registration dossiers to participate in the UNESCO Global Network of Learning Cities.
Quang Ninh also focuses on developing high-quality education, creating a foundation for future human resources. The province has approved a list of 22 schools to invest in according to high-quality criteria for the 2022-2025 period; to date, 12 schools have been completed and put into use, with an expected 4 more schools by the end of 2025 and 17 schools completed by the end of 2026. The high-quality school system not only raises educational standards, but is also a place to nurture talent, meeting the needs of high-tech and creative workers in the future.
Along with that, to encourage people of working age to improve their qualifications and vocational skills, the province has promoted solutions to create jobs for people such as: Accelerating infrastructure construction, administrative reform... attracting investment enterprises; establishing cooperatives; removing difficulties for enterprises, cooperatives... Accordingly, in the first quarter of 2025, Quang Ninh had 410 newly established enterprises. Thus, up to now, the province has more than 10,800 enterprises and over 800 branches in operation. There are 28 newly established cooperatives, bringing the total to 710 cooperatives registered to operate and declare taxes in the province.
Thanks to that, in the first quarter of 2025, Quang Ninh created new jobs for over 7,650 workers, reaching 25.5% of the yearly plan (30,000 jobs). Of which, nearly 1,700 workers accessed policy loans; about 2,500 people worked in industrial parks; 500 workers worked for coal enterprises; 1,600 people were recruited in the tourism - service industry; 150 went to work abroad under contracts; more than 1,200 in other industries.
Quang Ninh is currently continuing to maintain and expand the network of links between schools - businesses - local authorities and building preferential policies to attract businesses to participate in vocational training programs. These synchronous efforts are expected to help Quang Ninh not only meet the demand for high-quality labor for key industries, but also create momentum for sustainable development.
