The Department of Education and Training of Ho Chi Minh City has just issued a document to rectify the educational activities of private inclusive education development support centers in the city.

Through the actual inspection of educational activities of private inclusive education development support centers in the area, the Department of Education and Training of Ho Chi Minh City requires these units to proactively inspect, review, and rectify the situation of organizing activities.
In particular, the Department of Education and Training requires private inclusive education development support centers to only organize educational activities after the Department of Education and Training decides to allow their establishment according to the provisions of Articles 48 and 49 of Decree No. 125/2024/ND-CP.
When there is a need to merge, divide or separate, the centers must ensure the requirements as prescribed in Clause 1, Article 51 and complete the dossier as prescribed in Clause 3 and Clause 4, Article 51 of Decree No. 125/2024/ND-CP and submit it to the Department for appraisal and consideration of decision.
During the process of organizing activities, private inclusive education development support centers must ensure proper implementation and compliance with the licensed contents and current regulations.
In particular, the Department of Education and Training of Ho Chi Minh City requires that centers do not advertise or recruit students at locations that have not been approved by the Department of Education and Training. At the same time, the center's name must be displayed on the signboard with the correct name as stated in the decision allowing the establishment of the Ho Chi Minh City People's Committee. Full disclosure must be made on the center's website or posted publicly at the unit to ensure easy access.
Every year, the center develops a plan to enroll students with disabilities to organize teaching and education at the center, and submits it to the Department of Education and Training for approval. The center publicly implements the enrollment plan, organizes the enrollment of students with disabilities to study at the center, and reports to the Department of Education and Training on the enrollment results according to regulations.
Recruiting management staff to ensure the standards in Clause 2, Article 8 and Article 9 of Circular No. 20/2022/TT-BGDDT; teachers and staff to ensure the training level as prescribed in Article 23 and Article 24 of Circular No. 20/2022/TT-BGDDT of the Ministry of Education and Training.
Private inclusive education development support centers sign labor contracts, guest lecturer contracts, and resolve employee leave policies in accordance with the provisions of the Labor Code No. 45/2019/QH14 and the Education Law No. 43/2019/QH14. Implement social insurance payment regimes, open and close books in accordance with the provisions of the Social Insurance Law No. 58/2014/QH13.
