Rectifying and preventing violations at state-owned enterprises

BAC GIANG - Recently, the situation of law violations at some state-owned enterprises under the province's management has become complicated, with serious violations occurring. Therefore, there is a need for solutions to rectify, prevent and improve operational efficiency.

Recently, the Investigation Police Agency of Bac Giang Province Police initiated a criminal case, prosecuted the accused and issued a temporary detention order against 3 accused who are leaders of Bac Giang Urban Works Management Joint Stock Company for abusing their positions and powers while performing official duties, causing losses of billions of VND to the State. Previously, the authorities investigated and prosecuted a number of leaders, representatives of state capital, and officials of Mai Son Forestry One Member Limited Liability Company and Bac Giang Tobacco and Food Joint Stock Company.

This has directly affected state assets and the investment environment. To rectify this situation, the province has directed and requested organizations to seriously review the management and operation of enterprises; review and evaluate all business activities, asset management, land, finance, and labor in enterprises. Implement management of enterprise activities in accordance with the provisions of law.

Proactively review contracts, projects, joint ventures, and contracting activities, promptly detect and handle violations of the law; strengthen internal discipline and order; promote personal responsibility of leaders; resolutely handle or recommend strict handling of acts of taking advantage of positions and powers for personal purposes, causing loss of state assets.

According to the representative of the Tax Department of Region VI, in the first months of the year, the state budget revenue mainly came from private enterprises and foreign-invested enterprises, while the revenue from state-owned enterprises and state-owned shares was low. In general, state -owned enterprises rarely invested in expanding their production and business scale. Some enterprises suffered losses.

Faced with the above situation, many opinions suggest that it is necessary to “reform” state-owned enterprises more strongly, promoting the dynamic and creative spirit of businessmen running enterprises. Departments, branches, sectors and related units should strengthen inspection and examination of state-owned enterprises in their assigned areas to promptly detect violations and shortcomings that need to be corrected and handled.

Assess the capacity and ethics of leaders and managers of state-owned enterprises and representatives of state capital in enterprises, thereby proposing timely transfer and replacement of those who are weak in capacity, lack responsibility, violate regulations, and lose prestige to improve the operational efficiency of state-owned enterprises.
