In Lai Chau province, comrade Vu Manh Ha, Standing Deputy Secretary of the Provincial Party Committee, reported on the implementation of Resolution No. 60-NQ/TW of the 11th Conference of the 13th Party Central Committee.

Accordingly, Lai Chau directed to thoroughly grasp and seriously and promptly implement Resolution No. 60-NQ/TW of the Central Executive Committee, Directive No. 45-CT/TW of the Politburo and guiding documents of the Central Committee on arranging and streamlining the apparatus of the political system, building a two-level local government and organizing party congresses at all levels towards the 14th National Congress of the Party.

Timely issue, adjust, and supplement plans and documents to unify implementation. Lead and direct the implementation of political and ideological work, information and propaganda to raise awareness, create unity, and the highest determination of Party committees, Party organizations, agencies, units, cadres, Party members and people in implementing, organizing the implementation of streamlining and streamlining the apparatus of the political system and organizing Party congresses at all levels towards the 14th National Party Congress.

In line with Plan No. 47-KH/TW of the Central Steering Committee, Lai Chau Provincial Party Committee directed the arrangement of the political system's apparatus, building a 2-level local government model according to the Central's orientation to ensure timeliness, methodicalness and synchronization. Specifically, the implementation of the policy of not organizing at the district level, merging at the commune level and building a 2-level local government organization model. The implementation of Conclusion No. 150-KL/TW, dated April 14, 2025 of the Politburo on guiding the personnel of commune-level Party committees after mergers and new establishment.

Implementation of Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party; orientations for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2016-2031 term; leadership, direction and implementation of Conclusion No. 148-KL/TW, dated April 8, 2025 of the Politburo and the Secretariat on the results of inspections of a number of topics and key tasks of the Politburo and the Secretariat, especially overcoming limitations and shortcomings according to Conclusion No. 148-KL/TW.

Implementing the Resolution of the 11th Conference of the 13th Party Central Committee, Son La province has developed a project to rearrange 200 commune-level administrative units into 75 commune-level administrative units (including 8 wards and 67 communes), a reduction of 62.5%.

Issue the Project on ending the activities of district, town and city party committees, establishing commune-level party committees directly under the Provincial Party Committee; Project on rearranging and streamlining the organizational apparatus of the Vietnam Fatherland Front, socio-political organizations and mass associations assigned by the Party and State from the province to the grassroots level; Project on merging and reorganizing Son La Newspaper with the Provincial Radio and Television Station into Son La Newspaper directly under the Provincial Party Committee; Project on rearranging the organization and apparatus of the inspection agency system in the province.

Regarding the results of implementing Conclusion No. 148-KL/TW dated April 8, 2025 of the Politburo, the Standing Committee of Son La Provincial Party Committee issued an implementation plan, proposed remedial measures and led and directed the overcoming of the limitations pointed out by the Politburo's Inspection Delegation.

Regarding Resolution No. 57-NQ/TW, Decision No. 204-QD/TW of the Politburo, Project No. 06 of the Government, the Standing Committee of the Provincial Party Committee has directed the implementation of the contents requested by the Inspection Team; is working to overcome 22 unfulfilled tasks at the time of reporting to the Inspection Team; issued a plan to deploy and implement the "Digital Education for All" movement in Son La province; completed the Provincial Steering Committee on science, technology development, innovation, digital transformation; issued a Project on digital transformation in the Party agencies of Son La province for the period 2025-2028; issued a plan and organized a survey to deploy the installation of the new Operating System transferred by the Central Party Office to the Party Committees of communes and wards in the province for implementation after the arrangement and merger of communes and wards.

The Standing Committee of Son La Provincial Party Committee has led and directed the research and implementation of tasks to achieve the set growth targets. The focus is on continuing to improve the investment and business environment; doing a good job of attracting investment in key areas such as renewable energy, tourism, agricultural processing, etc. Recently, Son La province held the Groundbreaking Ceremony for the Hoa Binh-Moc Chau Expressway Construction Investment Project, the section located in Son La province.

Son La province recommends that the Central Government promptly issue regulations related to the functions, tasks, powers and organization and apparatus of commune-level Party committees under the Provincial Party Committee; provide guidance on a number of contents related to the management of payroll, cadres, party organizations and party members according to the new model; promptly issue specific instructions on implementing the components of the Digital Transformation Project; issue investment norms for digital infrastructure; pay attention to and provide guidance to remove difficulties and obstacles for projects using land funds to create capital for infrastructure construction in the province.

Speaking at the conference, comrade Le Hoai Trung suggested that Lai Chau and Son La absorb the opinions at the conference, direct the completion of reports to send to relevant agencies of the Central Government, propose specific recommendations based on the assessment of difficulties and obstacles in the process of implementing tasks related to organizational arrangement, digital transformation work... Strengthen information exchange between localities and central departments and branches to promptly grasp information, and resolve problems arising in the implementation process.
