In his opening remarks at the question-and-answer session, Comrade Do Trong Hung, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council, emphasized: In accordance with the Law on Supervisory Activities of the National Assembly and People's Councils, the Provincial People's Council is holding a question-and-answer session this afternoon. This is the sixth time the Provincial People's Council has conducted direct questioning at a session.
The selection of questions and the individuals to be questioned focused on issues of great concern to voters and representatives, relating to the lives of the people and the socio -economic development of the province. After careful analysis and evaluation, the Provincial People's Council selected the following questions: To the Director of the Department of Finance regarding the shortcomings in the management, use, and effective utilization of surplus public assets in recent years, especially in the handling of surplus public assets such as land and buildings after the merger of villages and communes, public service units, medical equipment, and vocational education equipment. The Director of the Department of Finance is requested to explain the current situation, causes, responsibilities, and solutions for improvement in the future.

The Director of the Department of Science and Technology was questioned about the fact that in recent years, scientific and technological research activities have been implemented in many different fields and industries. As a result, many scientific and technological projects and programs have been applied, yielding positive results and playing a significant role in socio-economic development.
However, the process of proposing, selecting, and assigning scientific and technological tasks to organizations and individuals still has many shortcomings. Many scientific and technological projects and proposals, after evaluation and acceptance, are not applied in practice, or if they are applied, their effectiveness is low.
We request that the Director of the Department of Science and Technology provide information on the current situation, causes, and solutions to improve the effectiveness and practicality of scientific and technological research projects and programs funded by the State budget in the province during the 2020-2023 period.

To ensure the question-and-answer session is conducted on time, effectively, and with high quality, the presiding officer of the session requests that both the questioner and the respondent adhere to the following principles: The respondent has 7 minutes to report on the content of their response, after which the provincial People's Council representatives will ask questions, and the respondent will answer the representatives' questions. The responses must directly address the core issues raised by the representatives, clarifying the current situation, causes, responsibilities, remediation plan, and existing shortcomings and limitations. Each response should not exceed 15 minutes.
The chair of the session will invite 2-3 delegates at a time to ask questions, which should be concise, clear, directly address the issue, and relevant to the question. Each delegate should have no more than 1 minute to ask a question.
In addition to the respondent's response, the chairperson will request heads of departments and agencies, and chairpersons of district, town, and city People's Committees to clarify some related issues. Following this, the Vice Chairman of the Provincial People's Committee in charge of the relevant field will be invited to provide input, with each person having no more than 5 minutes. If the questioner and respondent exceed the allotted time or the questions are off-topic, the chairperson will remind them to ensure the session adheres to its time constraints.

The Provincial Party Secretary and Chairman of the Provincial People's Council requested the Provincial People's Committee, the Provincial Steering Committee for Public Asset Arrangement, the Department of Finance, relevant departments, and the People's Committees of districts, towns, and cities to study and fully incorporate the opinions of the Provincial People's Council delegates, effectively implement immediate and long-term solutions to overcome limitations and shortcomings, and accelerate the rearrangement, handling, and management of surplus public assets; while also drawing lessons from practical experience to do better in the rearrangement of district and commune-level administrative units in the 2023-2025 period.

For the Provincial People's Committee, the report proposes that central agencies address difficulties and shortcomings in the process of handling public assets, such as: recommending that the Government amend Decree No. 167/2017/ND-CP and Decree No. 67/2021/ND-CP to conform with the regulations in the Law on Management and Use of Public Assets and Decree No. 151/2017/ND-CP; requesting the Ministry of Finance to issue specific guidance on handling surplus public assets through recovery from projects using land (such as cultural centers, health stations, etc.); surplus public assets of central agencies located in the province; regulations on selecting investors to implement projects using land when there are public assets on the land; regulations on the form of liquidation and demolition after rearrangement of public assets; Regulations stipulate that land must be auctioned after the assets on the land have been liquidated...

Urgently issue specific guidelines on regulations and procedures for proposing and implementing the arrangement and handling of public assets in the province, especially surplus land and buildings after mergers; regulations on auctioning land and buildings that are village, hamlet, or neighborhood cultural centers where the land and construction costs come from the budget combined with contributions from the people, or entirely from socialized sources; regulations on the use of proceeds from auctions, and propose mechanisms for providing support to residential areas after the auction of assets.
Focus on directing and accelerating the process of reorganizing and handling surplus public assets after mergers in the province; approve specific handling plans for each asset; direct the successful implementation of several cases of "Selling assets on land, transferring land use rights" as pilot projects, drawing lessons learned, and replicating them in other districts, towns, and cities.
Directing localities and units to continue reviewing and fully updating public assets into the national public asset database for monitoring and management; reviewing and reorganizing existing machinery, equipment, and other public assets under their management. Allocating appropriate funds to invest in repairing and renovating some surplus public assets after reorganization according to regulations, which require a change in function or purpose of use.

The Department of Finance, in coordination with the Department of Natural Resources and Environment and the Department of Construction, shall advise the Provincial People's Committee on the development of regulations, procedures, and processes for handling public assets after mergers. It shall provide timely and comprehensive guidance on the regulations regarding the reorganization and handling of public assets to districts, towns, and cities; promptly resolve any difficulties encountered during implementation, and report to higher authorities if the matter exceeds its jurisdiction.
The Department of Health directs its affiliated units to urgently complete the dossiers requesting the establishment of public ownership of donated equipment; review surplus machinery, equipment, and assets; determine usage needs to propose solutions such as transferring from areas with surplus to areas with shortages and other forms as prescribed.
The Department of Labor, War Invalids and Social Affairs, in coordination with the People's Committees of districts, towns, and cities, directs vocational education institutions to review surplus machinery, equipment, and assets; determine usage needs; and propose disposal plans in accordance with regulations.
The People's Committees of districts, towns, and cities should pay attention to leading and directing the rearrangement and handling of public assets after the merger of administrative agencies and units within their respective areas. They should develop a plan for implementation after the Chairman of the Provincial People's Committee provides feedback on the adjustment and supplementation of the overall plan for rearranging and handling land and buildings managed by the districts, towns, and cities. During the period before the surplus land and buildings are processed, personnel must be assigned to oversee, protect, and preserve the assets to prevent encroachment, loss, deterioration, damage, and waste of state assets.
Priority should be given to proposing science and technology projects that are unique to the province.

This includes promoting the attraction and utilization of science and technology human resources, especially attracting and recruiting talented young scientists, in order to create a high-quality science and technology workforce for the province; and increasing investment in infrastructure and equipment to support state management of science and technology. Solutions are also needed to attract large enterprises from within and outside the province to invest in science and technology development.
Organize the handover of research results from science and technology projects effectively. Urge the leading units to closely coordinate with all levels, sectors, district People's Committees, and enterprises to develop plans and organize the application of research results into production and daily life, serving socio-economic development and ensuring national defense and security of the province.
Prioritize the allocation of funds for science and technology tasks, especially at the district and commune levels; focus on directing the effective use of allocated funds in accordance with the approved budget, content, and tasks.
Strengthen inspection, examination, and supervision of the management and implementation of science and technology tasks; organize post-audits of science and technology tasks after acceptance and application.
Promote administrative procedure reform and digital transformation; enhance awareness and responsibility in the fight against and prevention of corruption and negative practices in the field of science and technology.
