This is the 6th time the Provincial People's Council has conducted direct questioning at the session.

The selection of the content of the question and the person being questioned are issues that are of interest to many voters and delegates related to the people's lives and the socio -economic development situation of the province. After careful analysis and evaluation, the Provincial People's Council chose to question: Question the Director of the Department of Finance on the issue that in recent years, the management, use and effective promotion of surplus public assets have had many limitations, especially in the handling of public assets such as surplus real estate facilities after merging villages, communes, public service units, medical equipment, vocational education equipment. I request the Director of the Department of Finance to inform me of the current situation, causes, responsibilities and solutions to overcome them in the coming time.

Questioning the Director of the Department of Science and Technology on the issue that in recent years, scientific and technological research activities have been deployed in many different fields and professions. Thereby, many scientific and technological topics, projects and schemes have been applied, bringing positive results and promoting their role in socio-economic development.

However, the proposal, selection and assignment of scientific and technological tasks to organizations and individuals still have many shortcomings. There are still many scientific and technological topics, projects and proposals that, after evaluation and acceptance, are not applied in practice. If they are applied, the effectiveness is not high.

The Director of the Department of Science and Technology is requested to inform about the current situation, causes and solutions to improve the efficiency and practicality of science and technology topics, projects and schemes using State budget funds in the province in the period of 2020-2023.

In order for the question and answer session to be conducted on time, effectively and with high quality, the meeting chairman requested the questioner and the questioner to follow a number of principles: The questioner has 7 minutes to report the content of the question and answer, then the Provincial People's Council delegates will ask and the questionee will answer the questions of the delegates. The answer must go straight to the heart of the issue raised by the delegates, clarifying the current situation, causes, responsibilities, roadmap for overcoming, existing problems and limitations. The time for one answer shall not exceed 15 minutes.

The meeting chair will invite 2-3 delegates to ask questions at each session, which must be short, focused, straight to the point, and consistent with the content of the question. The time for asking questions should not exceed 1 minute/1 time/1 delegate.

In addition to the answers of the person being questioned, the chairperson will ask the heads of departments, branches, and chairpersons of the People's Committees of districts, towns, and cities to participate in clarifying some related contents, then invite the Vice Chairman of the Provincial People's Committee in charge of the field to give comments, the time limit is not more than 5 minutes/person. If the questioner and the person being questioned exceed the above time limit or are not on the right track, the chairperson will remind them to ensure the requirements and time of the questioning session.

The question and answer session will be broadcast live on Thanh Hoa Radio and Television for people to follow and monitor. In addition, there will be a hotline at 02373.68.68.68 for people to express their opinions to the person being questioned. After the question and answer session ends, the Provincial People's Council will issue a general resolution on questions and answers.

Focus on directing the acceleration of the rearrangement and handling of surplus public assets after the merger in the province; approve specific handling plans for each asset; direct the successful implementation of a number of cases of "Selling assets on land, transferring land use rights" to serve as examples, gain experience, and replicate them in districts, towns, and cities.

Direct localities and units to continue to review and update all public assets in the national public assets database for monitoring and management; review and rearrange existing machinery, equipment and other public assets under their management. Arrange appropriate funding sources to invest in repairing and renovating some surplus public assets after they have been rearranged according to regulations and must change their functions and purposes.

The Department of Health directs its affiliated units to urgently complete the dossier to request the establishment of public ownership of sponsored equipment; review surplus machinery, equipment and assets; determine usage needs to propose a handling plan in the direction of transferring from places of surplus to places of shortage and other forms according to regulations.

The Department of Labor, War Invalids and Social Affairs coordinates with the People's Committees of districts, towns and cities to direct vocational training institutions to review surplus machinery, equipment and assets; determine usage needs, and propose solutions according to regulations.

For the People's Committees of districts, towns and cities, pay attention to leading and directing the rearrangement and handling of public assets after the merger of agencies and administrative units in the district, town and city. Develop an implementation plan after the Chairman of the Provincial People's Committee has given his opinion on adjusting and supplementing the overall plan for rearranging and handling of houses and land managed by districts, towns and cities. During the time when surplus houses and land are not yet handled, it is necessary to arrange human resources to look after, protect and preserve assets, avoid encroachment, loss, degradation, damage, causing waste of State assets...
