The specific deduction level and scope of application will be specified in detail by the Government to ensure flexibility and suitability with socio-economic realities.

According to economic experts, this is a positive move, showing the receptiveness and acceptance of international experience in tax policy. However, economic experts also believe that it is necessary to clearly stipulate the ceiling of deductible expenses to avoid abuse, and at the same time, it is possible to base on actual expenses at public establishments to build a reasonable deduction level.

The draft amendment to the Law on Personal Income Tax is expected to be submitted to the National Assembly at the 10th session of the 15th tenure in October 2025.
