Veteran Lo Van Mang, over 80 years old, residing in Phay Suong village, Ca Nang commune, Quynh Nhai district, shared his experience: From 2016 to early 2025, he received his social welfare allowance from postal workers at his home. However, due to the long distance and inconvenient transportation, the monthly allowance payments were often delayed. In March 2025, after receiving guidance from Agribank Quynh Nhai staff on receiving social welfare allowances without cash, Mr. Mang authorized his son to open an account to receive the allowance. After opening the bank account, the allowance has been automatically transferred to his account regularly every month.
Living in the city offers more convenient transportation, but Mr. Le Duy Nghia, from Group 11, Chieng Le Ward, still faces considerable difficulties in receiving his monthly allowance. As a 41% disabled veteran and elderly man, he often has to rely on his children and grandchildren to take him to the ward's People's Committee to sign for his allowance payment. Recognizing this inconvenience, Mr. Nghia was the first to register for an Agribank account when Chieng Le Ward implemented cashless allowance payments for war veterans. Mr. Nghia stated: "I registered for a bank account in March 2023. Using a bank account is convenient, safe, saves travel time, and doesn't bother my children and grandchildren."
The province currently has over 2,600 people with meritorious service, receiving varying levels of monthly payments. Starting in early 2023, the province implemented cashless social welfare payments for these individuals, and intensified efforts to encourage them to open bank accounts. This is considered an effective solution, addressing the difficulties and obstacles encountered in the payment of social welfare benefits.
To promote digital transformation in cashless social security payments, on April 3, 2023, the People's Committee of Son La province issued a plan to implement digital transformation in cashless social security payments for social welfare beneficiaries and people with meritorious services to the revolution in the province. This provides a legal basis for relevant agencies and localities to decisively implement the plan and encourage people with meritorious services to support the payment of monthly allowances through bank accounts.
To promote cashless payment of allowances to beneficiaries of revolutionary merit, the Department of Internal Affairs is urgently reviewing the situation of cashless allowance payments to beneficiaries in the province. Based on this, a plan will be developed, directives issued, and requests made to the People's Committees of districts, towns, and cities to implement the program. This includes strengthening coordination with banks to guide the opening of accounts and registration for receiving allowances through these accounts, aiming to achieve a 100% rate of beneficiaries receiving payments via bank accounts.
At the grassroots level, strengthen propaganda and mobilization efforts to encourage those without bank accounts to open accounts, ensuring they understand the benefits of cashless payments; actively manage and coordinate the organization of cashless payments of allowances to beneficiaries of revolutionary merit through the beneficiaries' or authorized representatives' bank accounts, ensuring accuracy, speed, and timeliness.
Mr. Pham Quang Phuong, Deputy Director of the Department of Internal Affairs, stated: The cashless payment of social welfare benefits to war veterans and their families offers many advantages. Monthly support payments are transferred to recipients quickly and on the scheduled date. All transactions are controlled electronically, avoiding the risks of budget losses or policy abuse. The paying agency reduces operating costs for direct payroll staff, contributing to waste prevention, increased transparency in policy implementation, and ensuring quick, timely, open, and modern settlement processes in line with the digital transformation trend.
Moc Chau town is the first locality in the province to complete the implementation of cashless social welfare allowance payments for 100% of people who have rendered meritorious services to the revolution in the area.
Mr. Nguyen Viet Dung, Deputy Head of the Internal Affairs Department of Moc Chau town, informed: Currently, Moc Chau town has 322 people who have rendered meritorious services to the revolution. The town began disseminating the policy on cashless payment of social welfare allowances from the end of 2022 and intensified propaganda and mobilization efforts from 2023. Through propaganda, people clearly understand the convenience of paying allowances through bank accounts. Thanks to this, by the beginning of 2025, Moc Chau will complete the opening of accounts for paying allowances to people who have rendered meritorious services to the revolution.
Thanks to favorable conditions such as a densely populated area and a high level of education, the city was also one of the first localities to complete the opening of bank accounts for all 375 people with meritorious service in the area by early May 2025. Ms. Ngo Thi Kim Khanh, Head of the City's Department of Internal Affairs, said: "The implementation process in the city was relatively smooth. Only a few cases involved elderly people with limited ability to use smartphones; our staff provided direct guidance on how to open and use bank accounts. For those who were too old, we instructed them to authorize family members to hold the account in their name."
As of June 2025, the entire province had opened bank accounts for 2,581 out of 2,641 people with meritorious service, reaching 97.7%. Eight out of twelve districts, towns, and cities achieved 100% of their beneficiaries opening bank accounts, while the remaining districts reached over 80%. Local authorities have disbursed allowances to all beneficiaries who have opened bank accounts, reaching 100%. Along with strengthening propaganda and encouraging beneficiaries of social security policies to register for social security accounts, localities have also seriously implemented payments through these accounts, ensuring compliance with regulations and transparency, creating favorable conditions for people to access social services conveniently.
Implementing cashless social security benefit payments for those who have rendered meritorious services to the revolution is a necessary solution, in line with the increasingly strong trend of digital transformation. Through this, monthly benefit payments are strictly controlled, processed quickly, and delivered to the correct recipients, preventing cases of abuse of social security policies, and providing optimal support to those who have rendered meritorious services and social welfare beneficiaries, in the spirit of "leaving no one behind."
