The Government submitted to the National Assembly the Vinh - Thanh Thuy Expressway Project with a capital of 23,940.34 billion VND.

The Vinh - Thanh Thuy expressway construction investment project, 60 km long, located entirely in Nghe An province, is proposed for public investment; after completion, a plan to recover state capital will be developed.

The Government has just sent Document No. 1059/TTr-CP to the National Assembly reporting on the pre-feasibility study of the Vinh - Thanh Thuy Expressway Construction Investment Project.

Accordingly, to soon complete the Vinh - Thanh Thuy expressway, creating momentum for socio- economic development, ensuring national defense and security, the Government submitted to the National Assembly a decision on the investment policy of the Project.

The project's starting point intersects with the North-South Expressway in the East, Dien Chau - Bai Vot section, in Hung Nguyen commune, Nghe An province; the end point connects to Thanh Thuy Border Gate Economic Zone in the Thanh Thuy/Nam On border gate area on the border between Vietnam and Laos (connecting the planning of Thanh Thuy Border Gate Economic Zone).

The total length of the Project is about 60 km, located entirely within Nghe An province, invested with a scale of 4 lanes, width from 22 m to 24.75 m. The positions of deep excavation, embankment and bridges on the route are designed with a scale of 6 lanes, with width from 29 m to 32.25 m; site clearance work is carried out according to the planning scale of 6 lanes.

The project meets the technical standards of expressways, with a design speed of 100 km/h for normal sections and 80 km/h for difficult sections, ensuring design frequency and elevation control positions.

With the above investment scale, the Government preliminarily determined the total investment to be 23,940.34 billion VND, of which: compensation, support and resettlement costs 2,822.26 billion VND; construction and equipment costs 17,726.47 billion VND; project management, consulting and other costs 1,063.59 billion VND; contingency costs 2,328.02 billion VND.

In Submission No. 1059, the Government proposed to implement the Project in the form of public investment; after completion, a plan to recover state capital will be developed.

To speed up the site clearance progress and comply with the provisions of Article 93 of the 2024 Land Law and Article 6 of the Public Investment Law, the Government proposes to divide the Project into 10 component projects. Of which, Component Project 1 - Investment in construction of Vinh - Thanh Thuy Expressway has a total investment of VND 21,118.08 billion.

Component projects 2 to 10 have a total investment of VND 102 billion to VND 742.88 billion, which are compensation, support and resettlement component projects running through the communes of Hung Nguyen, Kim Lien, Dai Hue, Van An, Nam Dan, Xuan Lam, Hoa Quan, Son Lam and Kim Bang.

Implementation practice shows that expressway projects often have complex scale and technical requirements, large total investment; the time to prepare and complete investment procedures according to legal regulations to start construction usually takes about 3 years (approval of investment policy, approval of project, approval of technical design, estimate, bidding to select contractor, compensation for site clearance...), the minimum time to complete construction is from 2 to 3 years.

On the other hand, the Vinh - Thanh Thuy expressway has about 20 km of the last route passing through very difficult terrain, with large longitudinal and transverse slopes.

In addition, the route also passes through a protected forest area, so it is necessary to change the purpose of forest use and arrange many overpasses with pillars over 50 m high (about 8.5 km/20 km). Conditions for accessing the ground, assembling machinery, equipment and construction materials are very difficult.

On that basis, the Government proposed and submitted to the National Assembly permission for the Project to apply a number of specific mechanisms and policies such as: not having to appraise and evaluate capital sources and capital balancing capabilities according to the provisions of the Law on Public Investment; allowing the application of the form of designated bidding for all bidding packages under the Project (the order and procedures for designated bidding are implemented according to the provisions of the law on bidding)...

If the above mechanisms are approved, the Government expects the Project to be approved in principle for investment in 2025; the Feasibility Study Report to be approved in the second quarter of 2026; compensation, support and resettlement to be carried out from the end of 2025; technical design and contractor selection, striving to start the Project in the third quarter of 2026; basically completed in 2028 and put into operation in 2029.

When completed, the Vinh - Thanh Thuy Expressway Construction Investment Project will contribute to forming the East - West expressway axis, connecting with vertical axes including: North - South expressway, Ho Chi Minh road, National Highway 1 and coastal road.

The project will meet transportation needs, open up space and motivation for regional space development with a synchronous and modern technical and social infrastructure system; shorten travel time; strengthen connectivity between Vientiane Capital (Laos) and Hanoi Capital (Vietnam) and economic centers and seaports; enhance competitiveness, promote regional connectivity and development cooperation; and contribute to ensuring national defense, security and sustainable poverty reduction.
