According to Bao Lac District Party Secretary La Hoai Nam: implementing the policy of arranging and merging commune-level administrative units and implementing a 2-level local government, according to the Project of arranging and merging communes and towns in the province, Bao Lac district from 17 communes and towns were merged to establish 8 new commune administrative units, including: Bao Lac, Co Ba, Coc Pang, Khanh Xuan, Xuan Truong, Hung Dao, Son Lo, Huy Giap. Based on the implementation guidelines of the Central and the Provincial Party Committee, the Standing Committee of the District Party Committee developed a plan for each newly established commune party committee unit. In accordance with the province's policy, not to lower the standards of Party Committee members for the sake of structure, reducing the quality of the Party Committee, the Party Executive Committee of the commune for the 2025-2030 term needs to have a reasonable structure between sectors and working blocks to meet the requirements of comprehensive leadership in implementing the political tasks of the Party Committee, it is not necessary for all agencies, departments and sectors in the commune to have members of the Party Committee. The selection of cadres is in accordance with the standards of qualifications, age and the proportion of young cadres, female cadres, and ethnic minority cadres, and is carried out in accordance with the guidelines on personnel work.
Regarding specific personnel, the district closely follows the plan of the Provincial Party Committee Standing Committee, and plans to introduce and appoint 27 comrades to the new Executive Committee, of which Bao Lac commune alone has 29 comrades, including 3 comrades as Standing Committee of the Party Committee, including Secretary; Permanent Deputy Secretary; Deputy Secretary of the Party Committee, Chairman of the Commune People's Committee. To ensure the leadership of the Standing Committee of the Party Committee, the expected number of members of the Standing Committee of the Commune Party Committee is 9 comrades, structured in the following positions: Secretary of the Party Committee (also Chairman of the People's Council); Permanent Deputy Secretary of the Party Committee (or concurrently Chairman of the People's Council); Deputy Secretary of the Party Committee, Chairman of the People's Committee; Vice Chairman of the People's Council; specialized agencies advising and assisting (Head of the Party Building Committee; Chairman of the Inspection Committee); Chairman of the Fatherland Front Committee; Armed forces including: police, army. For cadres under the management of the District Party Committee Standing Committee, the district arranges over 96% of leading cadres. There is currently a shortage of some key positions in the communes. The Standing Committee of the District Party Committee proposed that the province increase the number of positions.
Regarding the working headquarters after implementing the two-level local government, in the immediate future, after the newly established communes come into operation from July 1, 2025, both working headquarters of the two communes after the merger will be used. In addition, the district urgently reviewed the archives, prepared records and submitted them to the agency archives. The Standing Committee of the District Party Committee directed the collection and submission of all documents, directives and management documents of the District Party Committee, advisory and support agencies of the District Party Committee, the Vietnam Fatherland Front and socio-political organizations; and the affiliated Party cells and committees to the Provincial Party Committee's archives in June 2025.

The district budget ensures the assigned targets, spending on tasks in the first 6 months of the year does not exceed 50% compared to the estimate at the beginning of the year; the provincial budget allocated to the district continues to be allocated to 8 newly established communes according to the standard criteria, ensuring current regulations, ensuring the operation of the new communes in the last 6 months of 2025. After the 2-level local government model comes into operation from July 1, 2025, the Party Committees of the newly established communes continue to develop plans for the use of facilities and equipment to ensure working conditions after the newly established commune-level apparatus comes into operation. Prepare conditions on facilities and documents to successfully organize the grassroots Party Congress for the 2025-2030 term to ensure regulations.
To prepare for official operation conditions, 8/8 communes in the district conducted a trial operation of the operating apparatus, including drafting the assignment of tasks for the Executive Committee and the Standing Committee; working regulations, work programs; establishing specialized agencies to advise and assist the Party Committee... At the same time, the Executive Committee conference was trial operated, considering the issuance of a resolution to lead the implementation of tasks in the last 6 months of the year and resolving complicated issues arising after the establishment of the new Party Committee and commune-level government. Regarding the operation of the Document Management System software, organizations received and transferred outgoing and incoming documents in the political system and the provincial public email system, took inventory, and made minutes to prepare for receiving related files and documents. Arranged an online meeting room connecting the province with the grassroots; arranged to receive and process administrative procedures, feedback from people, and resolve administrative procedures and records at the commune's Public Administration Center.
The revolutionary homeland confidently operates a two-level government
As a locality rich in revolutionary traditions, where great values of national history are preserved, the people of all ethnic groups in Ha Quang district always maintain a patriotic spirit in implementing the policies of the Party and the State. Up to now, Ha Quang district has proactively prepared well the conditions of facilities, human resources, assets, funding, etc. in accordance with the direction of the Central Government and the province to prepare to operate under the new local government model from July 1, 2025.
The district has basically completed and ensured that when the two-level government comes into operation, it will immediately promote efficiency and effectiveness. The district has developed a plan to comprehensively review the quality of cadres, civil servants, public employees and workers to reorganize the apparatus, streamline the payroll and restructure, improve the quality of cadres, civil servants and public employees and implement policies in 2025; compile a list and propose the provincial appraisal council to consider and resolve policies according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government for cadres, civil servants, public employees, workers and commune-level cadres and public employees;...
In the district, there are 21 communes and towns with 432 commune-level cadres and civil servants and 153 cadres, civil servants and workers of the Party, Fatherland Front and mass organizations, and specialized departments of the District People's Committee (excluding public service units). After implementing the 2-level local government model, the number of communes has been reduced to 7 communes with 531 cadres, civil servants and workers (excluding public service units).
Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Ha Quang Duong District, Mac Kien, said: From July 1, 2025, the new commune-level administrative units under the 2-level government model will officially come into operation. At the same time, direct specialized agencies to advise the District People's Committee to issue documents related to the arrangement and assignment of cadres and civil servants, handling of finance and assets, and developing plans for the arrangement of cadres, civil servants, public employees, workers, and commune-level cadres and civil servants in accordance with regulations.
Regarding documents, the district directed specialized departments and People's Committees of communes and towns to strengthen the management of documents and archives during the process of restructuring the apparatus of the political system in the district. Coordinate with the Department of Home Affairs to survey, count, classify, and package documents with a quantity of over 1,179 bags to prepare for handover according to regulations.
To ensure that the newly established communes will be operational by July 1, the District People's Committee held a meeting with relevant departments, agencies, and units and asked for the opinion of the Standing Committee of the District Party Committee to agree on arranging working headquarters for the 7 new communes. Regarding the current real estate facilities, the whole district has 74 real estate facilities for headquarters, of which 54 houses and land facilities will continue to be used, 15 houses and land facilities for internal air conditioning, arranged as headquarters for the Commune Military , Commune Police, schools, hamlet cultural houses, etc., and the remaining 5 unused houses and land facilities are expected to be handed over to the Land Fund Development Organization or an organization with the function of managing and trading houses for management and exploitation.

Regarding finance, the District People's Committee reviewed the entire budget allocated in 2025, checked and compared the budget settlement for the first 6 months of 2025. Based on the assigned annual budget, the number of staff present, the number of cadres and civil servants expected to retire according to Decree 178, the amount spent in the first 6 months of the year and the bases of the prescribed standards and norms on human resources spending, operating spending, capital construction spending, reserve spending, etc., the district proactively developed a commune-level budget plan after the arrangement, and at the same time directed units to proactively review and handle audit recommendations, deposits, etc.
Direct the allocation of budget sources and expenditure contents under the authority of the district level. If the conditions for additional allocation to the current commune level are met, additional allocation shall be made to the communes according to regulations before the district level activities are terminated. For budget expenditure and revenue contents associated with specific expenditure contents under the authority of the district level, propose a plan to transfer the budget estimate to the province.
Along with other localities in the province, 7 communes simultaneously conducted a trial operation from June 20, 2025. After 2 days of testing, the basic apparatus was organized and operated according to the set requirements. The communes held meetings and assigned tasks to ensure the contents according to the plan of the Provincial Party Committee, Provincial People's Committee and District Party Committee; conducted a trial operation of meetings of agencies and all activities of Party, State and Fatherland Front agencies of the commune... to gain experience when officially going into operation from July 1, 2025 smoothly, continuously and effectively.
The initiative of localities, together with the determination and efforts of cadres, civil servants and public employees, will be the basis for the "revolution" of streamlining the apparatus to succeed, thereby serving the people better and better.
