People come to the provincial Social Insurance agency to handle administrative procedures.
Ms. Nguyen Thi Lan (35 years old) recently completed the procedures to receive unemployment benefits at the Provincial Employment Service Center. Ms. Lan used to be a garment worker at a company in Dong Phu district. Due to the company's difficulties and downsizing, Ms. Lan was on the layoff list. Losing her job, Ms. Lan was extremely worried and anxious about her family's future. Knowing about the unemployment insurance policy, she applied for benefits. "Thanks to the unemployment benefit, I can cover my daily living expenses, pay rent, and have time to look for a new job," Ms. Lan shared.
Unemployment insurance not only helps workers stabilize their immediate lives but also creates opportunities for them to learn new skills, improve their qualifications, and seek new job opportunities. In addition to receiving monthly benefits, workers also receive free job counseling and placement services, and support for vocational training to improve their skills and increase their competitiveness in the labor market.
Mr. Tran Van Nam (40 years old), residing in Tan Binh ward, Dong Xoai city, previously received unemployment benefits and is currently the owner of a small mechanical workshop. Mr. Nam stated that after leaving his job, he received advice and support from the Provincial Employment Service Center to learn car repair. Thanks to his new knowledge and skills, he opened a car repair workshop and created jobs for many other workers. “Unemployment benefits not only helped me overcome difficulties but also opened up a new path for me. This is a very humane and practical policy,” Mr. Nam shared.
According to the 2013 Employment Law, the unemployment insurance policy includes four benefits: Workers receive free guidance and counseling on labor and employment, as well as free vocational training and guidance on procedures to receive unemployment benefits from employment service centers; they can register for unemployment insurance and submit applications to receive benefits when they lose their jobs or when their employment contracts are terminated; they receive a health insurance card from the social insurance agency free of charge while receiving unemployment benefits; and they receive free basic vocational training for a period not exceeding 6 months at vocational training institutions.
The monthly unemployment benefit is equal to 60% of the average monthly salary used for unemployment insurance contributions during the six consecutive months prior to unemployment, but not exceeding five times the basic salary for employees subject to the salary regime regulated by the State; or not exceeding five times the regional minimum wage as stipulated in the Labor Code for employees contributing to unemployment insurance under the salary regime determined by the employer at the time of termination of the labor contract or employment agreement.
The duration of unemployment benefits is calculated based on the number of months of unemployment insurance contributions. For every 12 to 36 months of contributions, you are entitled to 3 months of unemployment benefits. After that, for every additional 12 months of contributions, you are entitled to an additional month, but the maximum duration is no more than 12 months.
According to statistics from the provincial Social Insurance agency, in March 2025, the province received lists of 376 people eligible for unemployment benefits; the cumulative number of people eligible for unemployment benefits in the first three months of 2025 was 1,060, a decrease of 17.7% compared to the same period last year.
Over the past period, the Provincial Social Insurance agency has actively coordinated with relevant departments, agencies, and organizations to effectively carry out propaganda work through various forms on mass media, organizing direct propaganda conferences at enterprises, etc., so that employers and employees understand that unemployment insurance is a humane policy that contributes to ensuring social security; helping workers understand their rights when they lose their jobs, receive partial income compensation, receive vocational training support, health insurance cards, job placement assistance, etc. As a result, it has been positively received by employers and employees.
In reality, when workers lose their jobs, employers do not have to pay unemployment benefits; thanks to unemployment insurance, the burden on the state budget when unemployment occurs is reduced. At the same time, unemployment insurance policies have had positive and direct impacts on workers, employers, and social security, demonstrating the humanity and solidarity of workers and employers towards those who lose their jobs. With these benefits, unemployment insurance has gradually become a part of life and a true "lifeline" for many workers during difficult times, contributing to stabilizing their lives and ensuring social security and order.
Currently, the unemployment insurance contribution rate is 2% of monthly salary, comprising 1% contributed by the employee and 1% by the employer. The procedure for receiving unemployment benefits is very simple; employees can submit their applications online or in person at the Provincial Employment Service Center or one of the center's two representative offices located in Hon Quan district and Phuoc Long town. |
