According to this decision, EVN is allowed to lease more than 20.8 hectares of land, of which the permanent land area is more than 15.4 hectares, the rest is temporary land area. The purpose of using the land is for energy works, public lighting to implement the Tri An Hydropower Plant Expansion Project. The form of land lease is for the State to collect annual fees.

The Tri An Hydropower Plant Expansion Project was approved for investment in 2020 by the Dong Nai Provincial People's Committee and adjusted for the second time in 2024. The project is invested by EVN, with a total investment of more than VND 3,900 billion, including 2 units with a capacity of 200MW.

The Tri An Hydropower Expansion Project is expected to increase the reserve capacity of the power system, contributing to ensuring stable voltage for the 500kV grid and increasing the ability to participate in frequency regulation, stabilize the frequency of the national power system, and reduce flooding in downstream areas.

Tri An Hydropower Plant was built in Vinh Cuu District, Dong Nai Province in 1984, inaugurated and put into use in 1991. Currently, the plant has four units, with a total designed capacity of 400MW. This is the largest hydropower project in the Southern region.
