According to the program, the 25th session of the National Assembly Standing Committee will open on August 14th, and is expected to last 7.5 days with many important contents. It will be organized in two phases: Phase 1 from August 14th to 18th; Phase 2 from August 24th to 26th.
At this session, the Standing Committee of the National Assembly will dedicate a full day to a question-and-answer session on two groups of issues under the responsibility of the Ministry of Justice and the Ministry of Agriculture and Rural Development.
To best prepare for the interpellation session, building on the experience of previous sessions, National Assembly Chairman Vuong Dinh Hue requested that the relevant agencies provide further reports on their preparations, especially regarding documents and draft resolutions on the interpellation; and at the same time, offer suggestions and proposals on issues that need attention to ensure the interpellation session is successful, lively, constructive, and yields practical results.
The Speaker of the National Assembly noted that thorough and careful preparation is necessary. Emphasizing the significance and important role of both the respondent and the questioner, the Speaker stated that to have good answers, one must first ask the right questions, with a constructive spirit.
Earlier, reporting on the preparations for the interpellation session at the 25th Session, the Secretary General of the National Assembly and Head of the National Assembly Office, Bui Van Cuong, stated that, after reviewing and checking the content and necessary conditions, the preparations for the interpellation session have been basically implemented according to plan.
Regarding the content of the questioning session, at this meeting, the Standing Committee of the National Assembly and National Assembly deputies will question two groups of issues.
Regarding issues within the purview of the Ministry of Justice, the National Assembly Standing Committee will question the implementation of the legislative and ordinance drafting program; solutions to ensure the progress, quality, and procedural documentation of projects and drafts submitted by the Government to the National Assembly; solutions to improve the quality of the legal system; solutions to control power and prevent corruption and negative practices in the legislative work under the Government's responsibility. The current situation and solutions to improve the capacity, effectiveness, and efficiency of the review of legal normative documents. Solutions to overcome delays in promulgation, overlapping and contradictory content, and limitations and violations in the promulgation of detailed regulations for laws, resolutions of the National Assembly, ordinances, and resolutions of the National Assembly Standing Committee. The current situation and solutions to overcome limitations and inadequacies, and improve the efficiency of asset auction and forensic examination.
Regarding issues under the responsibility of the Ministry of Agriculture and Rural Development, the National Assembly Standing Committee will focus its questioning on solutions to overcome difficulties in agricultural exports (shrinking export markets, many businesses lacking orders, price drops for some key agricultural products, impact on farmers' income and livelihoods...). Activities related to the exploitation, protection, and development of aquatic resources; solutions to lift the European Commission's (EC) "yellow card" on fisheries; and the conversion and reclamation of rice-growing land, ensuring food security and rice exports.
Although this is a question-and-answer session at a regular meeting of the National Assembly Standing Committee, the issues selected for questioning this time are all prominent topics of particular interest to National Assembly deputies, voters, and the people nationwide. Therefore, preparation needs to be scientific, thorough, and meticulous, especially the content preparation, contributing to the success of the session.
Concluding the meeting, National Assembly Chairman Vuong Dinh Hue stated that the questioning session is not a "test" for ministers, but rather an opportunity to clarify and understand each other's perspectives, share responsibility, and provide accountability to the people and voters for the common good. With this spirit, the questioning sessions from the beginning of the 15th National Assembly term to the present have all been of high quality, practically effective, and highly constructive.
The Speaker of the National Assembly expressed confidence that the questioning session at the upcoming 25th meeting of the National Assembly Standing Committee will continue to build upon that spirit and further develop the achievements already made.
