Chairman of Bac Ninh province urges progress of Ring Road 4 project

According to the report of the Bac Ninh Provincial Traffic Construction Project Management Board (investor), up to now, the site clearance work of component project 1.3 has reached 97.28%; for the remaining area, localities have been developing compensation plans for residential land and land allocated beyond their authority. The capital disbursement value reached 12.6% of the capital plan assigned in 2024.

Directly inspecting the project site in the areas of wards: Khac Niem, Hap Linh (Bac Ninh city); Ninh Xa ward, Nguyet Duc commune (Thuan Thanh town); Chi Lang, Yen Gia commune (Que Vo town), Chairman of the Provincial People's Committee Vuong Quoc Tuan acknowledged and commended the localities for their efforts in implementing the compensation and site clearance for the key national project of the province.

Sharing the difficulties and problems related to compensation for site clearance and difficulties caused by the impact of weather, sand sources for embankment, etc., Chairman of the People's Committee of Bac Ninh province Vuong Quoc Tuan seriously criticized some contractors for not being resolute in speeding up the construction progress of sections with cleared land, affecting the overall project and the province's commitment to the Central Government.

Affirming the province's determination in implementing the Ring Road 4 project, the Chairman of the People's Committee of Bac Ninh province requested the Department of Transport to direct the investor to coordinate with relevant departments, branches, and localities where the project passes through to focus on site clearance for residential land, farm land, and land sold without authority. Proactively review and develop plans to support and compensate households with the spirit of maximum support, in accordance with regulations, determined to hand over clean land to the investor and contractor before November 30, 2024.

The contractor is speeding up the construction progress of the project, the section passing through Yen Gia commune (Que Vo town).

"For households that are subject to resettlement, it is necessary to ensure that the new housing arrangement plan is equal to or better than the old one. In particular, while waiting for the handover of the new housing, localities have plans to support housing rent and arrange temporary production areas so that households can feel secure, hand over the site early, and speed up the project's construction progress," Mr. Vuong Quoc Tuan emphasized.

The Department of Transport is responsible to the People's Committee of Bac Ninh province and the Chairman of the People's Committee of Bac Ninh province for the progress and quality control of the project, and is determined not to delay the construction progress due to objective factors. Direct and urge contractors to mobilize maximum machinery, equipment, and human resources to speed up the construction progress of the sections with cleared land; develop detailed construction plans for each week and each month and resolutely handle contractors who violate the progress commitments in the contract; coordinate with the Department of Construction to review and find sources of construction materials, ensuring quality, price, and transportation distance.
