As of October 29, for the group of 10 public investment projects, 8 projects have been approved for project investment and selected construction contractors.

For the remaining two projects, including the Duong Dong 2 lake project, An Giang province has approved the 1/2000 scale zoning plan, assigned the Project Management Board for Investment in Construction of Agricultural Works and Rural Development to preside over, coordinate with the Department of Construction and related units to implement in the spirit of "green channel"; urgently complete related procedures, ensure progress according to the approved plan.

The An Giang Provincial People's Council has approved the investment policy for the type 1 urban railway project; the Department of Construction is coordinating with the Department of Finance to develop criteria for selecting investors in special cases.

For the group of 11 investment projects under the public-private partnership (PPP) and business investment methods, 7 projects have selected investors, but 2 projects had to cancel the results, so investors will continue to be selected for 6/11 projects. The province will urgently complete the 4 projects that are in the process of selecting investors, ensuring that construction will start in November 2025.

The total estimated demand for construction materials to serve APEC 2027 projects includes about 16 million ^m3 of sand; about 4.8 million ^m3 of various types of stone; and about 5.2 million ^m3 of earth.

An Giang province has adjusted the mineral planning, added 2 mines of sea-fill materials to serve APEC, and adjusted 2 construction stone mines out of the province's auction plan to serve APEC 2027 projects.

The Government has issued specific mechanisms and policies to remove difficulties in the source of raw materials for the province's projects. The province has asked project investors to be proactive in finding sources of materials for the project. Therefore, up to now, the source of basic construction materials has met the demand.

The People's Committee of An Giang province has directed sectors and localities to develop plans for land acquisition, compensation, support, resettlement and site clearance; forest inventory and conversion; and establishment of 15 survey teams, plans for compensation, support, resettlement and site clearance.

Among the projects and works serving the APEC 2027 Summit Week, there are 13 projects and works that require land acquisition with an area of 1,101 hectares; affecting about 4,521 households, of which 2,551 households are eligible for resettlement arrangements for affected households before land acquisition to ensure compliance with the principles of compensation, support and resettlement according to the 2024 Land Law. Through implementation to date, 3 projects have cleared land for 83 households, equivalent to 35.7 hectares.

Speaking at the meeting, Chairman of An Giang Provincial People's Committee Ho Van Mung assessed that the progress of APEC 2027 projects was basically guaranteed. Departments, branches, and Phu Quoc special zone seriously implemented the direction of the Provincial People's Committee.

However, the Chairman of the Provincial People's Committee emphasized that the time for the APEC event is getting shorter and shorter, requiring more urgent preparations. The province has requested that the Central Government resolve some difficulties and obstacles.

As for the province’s tasks, we request that departments, branches and localities focus more. Work related to APEC must be carried out in the spirit of “green channel”, and the next work must be handled immediately.

In the coming time, Chairman of the Provincial People's Committee Ho Van Mung requested the Department of Finance to coordinate with the Provincial People's Committee Office, departments and branches to continue to ensure the implementation of periodic reports on time. The Provincial People's Committee Office will arrange a schedule for the Provincial People's Committee Standing Committee to take turns to inspect the progress of APEC projects.

The Department of Agriculture and Environment coordinates with Sun Group Corporation and related units to urgently complete procedures for the APEC Conference Center. For Duong Dong 2 Lake, the selection of contractors must be completed before November 10, and procedures for construction must be urgently carried out.

For the two wastewater treatment plants An Thoi and Duong Dong, it is recommended that the Phu Quoc Economic Zone Management Board work with the investors who have expressed interest in participating to determine the total investment capital. Based on the total investment, the Phu Quoc Economic Zone Management Board shall preside over and coordinate with the People's Committee of Phu Quoc Special Zone, the Department of Construction, the Department of Agriculture and Environment to study and propose to consider choosing one of the two investment options: direct investment or BT option.

Request the Management Board of Construction Investment and Traffic Projects to speed up the progress of embankment and site leveling. For projects of the Department of Science and Technology, it is necessary to work with contractors to inspect, urge and remind to speed up the progress. The People's Committee of Phu Quoc Special Zone coordinates with the Department of Agriculture and Environment to speed up the progress of site clearance and resettlement arrangement.

The Department of Finance continues to work with the Ministry of Finance on central budget capital allocation for projects; urgently complete the selection of investors for urban railway projects.
