The Chairman of the People's Committee of Thanh Hoa province has just signed Official Dispatch No. 9382/UBND-THDT dated June 19, 2025 on reviewing and handling suspended public investment projects, unfinished projects, and slow-progress projects. Regarding the handling of suspended public investment projects during the process of restructuring the political system's apparatus, the Chairman of the Provincial People's Committee assigned departments, branches, provincial-level units, investors and localities (after restructuring) to organize a comprehensive assessment of public investment needs after restructuring administrative units, develop a handling plan for suspended projects and investment orientation in the period 2026-2030.

The document clearly states: "The selection of projects must ensure compliance with the planning and medium-term public investment plan for the 2026-2030 period, the ability to balance the budget and development needs; focus on key projects that are truly necessary and highly effective, avoiding the situation of scattered, wasteful and ineffective investment."

The Department of Finance shall preside over the synthesis of public investment needs of projects and overall handling plans for suspended projects and investment orientations in the 2026-2030 period, and report to the Provincial People's Committee according to regulations.

Provincial departments, branches, sectors, units, People's Committees of districts, towns and cities, based on their assigned functions and tasks, shall strengthen inspection and supervision of the implementation process of units and localities; strictly handle according to regulations any manifestations of lax leadership and management or taking advantage of the review and arrangement to legitimize violations in investment and project management.

Regarding the handling of unfinished projects, projects with long-term delays, and projects with the risk of causing loss and waste in the province, the provincial departments, branches, sectors, units, People's Committees of districts, towns, cities, investors and related units, based on their assigned functions and tasks, are assigned to urgently implement measures and solutions to handle these projects. Specifically classify according to the level of violation, cause and ability to overcome. Resolutely recover, terminate, and handle the responsibility of investors in accordance with legal regulations for projects that are no longer feasible, have lasted for many years, violate the law, and have the potential risk of causing loss and waste.

For projects that can be overcome and continue to be implemented, coordinate with relevant units to promptly resolve difficulties and obstacles; clearly define the roadmap and completion deadline, and assign specific responsibilities to each relevant agency and unit to speed up implementation progress and ensure investment efficiency.

The Chairman of the Provincial People's Committee requested departments, branches, provincial-level units, People's Committees of districts, towns, cities, investors and related units to continue to resolutely implement solutions to speed up the disbursement of public investment capital in the province, especially for key projects and works that play a driving role in socio -economic development, ensuring effective and targeted use of allocated public investment resources.
