The hydroelectric plant has been operating without being allocated land.

On May 17, Mr. Dinh Truong Giang, Vice Chairman of Son Tay District People's Committee, said that the Dak Ba hydropower project had been put into operation but the investor had not yet completed the procedures to be allocated land for some items of the project.

This hydropower project is invested by Bach Thien Loc Joint Stock Company (headquartered in Quang Ngai ), built in Son Bua and Son Mua communes (Son Tay district), and was granted investment policy by the People's Committee of Quang Ngai province on December 10, 2015. After 3 adjustments, the project has a total investment capital of about 1,085 billion VND.

In January 2023, the Dak Ba hydropower project completed all items and went into commercial operation. Since then, the Dak Ba hydropower plant has recorded an electricity generation output of over 40 million kWh. However, most of the project area has not completed land allocation and land lease procedures.

According to the inspection results of the Department of Natural Resources and Environment of Son Tay District, the total area of ​​the project is about 35 hectares, but only about 3.5 hectares have been leased by the People's Committee of Quang Ngai Province. This is the area for the construction of the factory, the operating house, the distribution station and part of the discharge channel. The remaining area of ​​the reservoir area, the main route, the construction and operation road, and the discharge channel are still under appraisal.

Mr. Dinh Truong Giang added: "Currently, the People's Committee of Son Tay District has established a working group to inspect and handle the matter; at the same time, request Bach Thien Loc Joint Stock Company to complete the procedures for land lease application and change of land use purpose in accordance with the provisions of law."
