Preparing to get water for the second phase to serve the 2024-2025 Winter-Spring rice crop, in the Northern Midlands and Delta regions

To ensure water supply for planting and storage for irrigation, the Department of Irrigation ( Ministry of Agriculture and Rural Development ) has issued Official Dispatch No. 02/CĐ-TL-VHTT dated February 4th regarding the preparation for the second water intake phase for rice planting in the 2024-2025 Winter-Spring crop season in the Northern Midlands and Delta region.

Accordingly, the second water extraction phase will be implemented according to the Notice of the Ministry of Agriculture and Rural Development No. 9193/TB-BNN-TL dated December 4, 2024, starting from 0:00 on February 8 to 24:00 on February 14, 2025 (a total of 7 days). Hydropower plants will operate at maximum power generation capacity about 2-3 days in advance, and the flow will be maintained at a high level (expected average water level of about 1.7-1.9 m at the Hanoi Hydrological Station), so irrigation works will have favorable conditions for water extraction. Depending on the actual water extraction progress, the water extraction time may be shortened to save water from hydropower reservoirs.

To ensure the effectiveness of water extraction, the Director of the Department of Irrigation requested the Directors of the Departments of Agriculture and Rural Development in provinces and cities, and irrigation project operators, to direct the implementation of the following: Maximize the operation of irrigation facilities to ensure sufficient water supply for 100% of the cultivated area; maximize water storage in canals, ponds, and low-lying areas for irrigation; urgently encourage and guide people to prepare the land and sow seeds early to retain water in the fields; and strengthen the embankment of fields and plots to prevent water loss in areas that have already received sufficient water.

Actively monitor online information on downstream water levels in the Red River system to manage water extraction operations in accordance with actual conditions and update the irrigated area daily before 3 PM on the information page: https://thuyloivn.gov.vn/dieu-hanh-xa-nuoc. Report daily water extraction results and provide a quick summary immediately after the end of the second water extraction phase; promptly report any difficulties, obstacles, suggestions, and recommendations to the permanent office of the Department of Irrigation for compilation and reporting to the leaders of the Ministry of Agriculture and Rural Development.
