The event was organized by the Hanoi City Council for Legal Dissemination and Education (PBGDPL), the Economic & Urban Newspaper in coordination with the Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee of Tay Ho Ward, and the Hanoi City Center for Communications, Data and Digital Technology in response to Vietnam Law Day (November 9).
Spread the spirit of living and working according to the law
In her opening speech, Deputy Director of the Department of Justice Pham Thi Thanh Huong - Vice President of the Hanoi City Legal Education Council emphasized: November 9 is chosen every year as Vietnam Law Day to honor the Constitution, law and educate awareness of the rule of law in society.
Vietnam Law Day 2025 takes place in the context of the whole country implementing the two-level local government model and welcoming the success of the 18th Hanoi Party Congress, towards the 14th Party Congress. With the theme "Building a culture of law compliance in the whole society, raising awareness of respect for the Constitution and the law among all people and organizations", Hanoi aims to spread the spirit of living and working according to the Constitution and the law, making Law Day a regular and substantive activity.
According to Ms. Pham Thi Thanh Huong, this year's theme concretizes Resolution No. 66-NQ/TU of the Politburo on innovation in law-making and enforcement, which emphasizes the requirement of "Building a culture of law compliance" among the people. Since then, activities responding to Law Day in the city have been widely deployed, associated with administrative reform, digital transformation, anti-corruption, environmental protection and implementation of the Capital Law 2024.
The Deputy Director of the Department of Justice requested all levels and sectors to continue to thoroughly grasp and innovate the work of legal dissemination and education, mobilizing all social resources to participate. In particular, improving the capacity to access the law, the sense of self-compliance of officials, civil servants and people, thereby forming a legal culture associated with building "elegant and civilized" Hanoians.
At the seminar, speakers: Dr. Nguyen Van Cuong, Director of the Institute of Strategy and Legal Science, Ministry of Justice; Mr. Phan Hong Nguyen, Deputy Director of the Department of Dissemination, Legal Education and Legal Aid, Ministry of Justice; Prof. Dr. Nguyen Minh Doan, Hanoi Law University discussed contents related to the culture of law compliance; especially providing solutions to build a culture of law compliance in the new era.
Launching the Writing Contest "Culture of Law Compliance"
Also at the program, the Organizing Committee launched the Writing Contest "Culture of Law Compliance" in 2025.
Associate Professor Dr. Nguyen Thanh Loi - Editor-in-Chief of Economic & Urban Newspaper said that this is one of the key activities in the series of events responding to this year's Law Day.
Associate Professor, Dr. Nguyen Thanh Loi emphasized that 2025 marks an important turning point in the thinking of building and enforcing laws in our country. For the first time, the phrase "Culture of law compliance" was mentioned in Notice No. 108-KL/TU dated November 18, 2024 of the Central Party Office on the conclusion of General Secretary To Lam at the working session with the Party Committee of the Ministry of Justice. The issue of culture of law compliance was raised by the General Secretary in the context of our country entering a new era, the era of national development; building a socialist rule-of-law state of the people, by the people, for the people; the requirements of the Party and State on innovation in thinking in building laws and organizing law enforcement.
In particular, Resolution 66 of the Politburo has set out many tasks and solutions to perfect the legal system in the new period, including improving the quality of propaganda and dissemination of legal education.
The writing contest is organized to encourage officials, civil servants, citizens, students to demonstrate their understanding of the law, and to share good models and actions in law enforcement. The entries will contribute to spreading the spirit of "rule of law", promoting socio-economic development, ensuring order, safety, discipline, and building a healthy society in the period of integration and digital transformation. The closing and award ceremony is expected to take place in December 2025.
