At the second meeting of the Presidium, term X, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy presented a report asking for opinions on the full-term working program of the Presidium and the Central Committee of the Vietnam Fatherland Front, term X, 2024-2029.
Presenting the Report, Vice Chairman Hoang Cong Thuy stated that, regarding the expected number of conferences, for the Conference of the Presidium, the Draft Program expects 15 conferences, including conferences to give opinions on the contents of the conference of the Central Committee of the Vietnam Fatherland Front, 10th term; 3 conferences on election work (in 2026, according to the consultation steps). At the same time, according to the provisions of the Charter of the Vietnam Fatherland Front, every year, periodically before each session of the National Assembly , the Presidium will meet or give opinions in writing to approve the Report synthesizing opinions and recommendations of voters and people.
For the Central Committee Conference, the Draft Program is expected to have 13 conferences, of which: 2 conferences have taken place; The 13th Conference (mid-2029) approved the final contents of the Documents submitted to the 10th Congress of the Vietnam Fatherland Front. 10 periodic conferences to review the first 6 months of the year, summarize the Front's work for the year and approve the Program for coordination and unification of action for the following year. In each meeting of the Committee, there is content reflecting the opinions and recommendations of the people and reflecting the people's situation.
Regarding the content of the conferences, Vice President Hoang Cong Thuy said that the conferences of the Presidium and the Central Committee will give opinions on regular contents such as: evaluating the work of the first 6 months of the year, the work of the year; orienting the key work of the following year; contents of preparing for the term Congress, summarizing the conclusions of the Presidium and the project of the Central Committee, and personnel work according to authority.
Regarding the working program of the Presidium: focusing on the contents of approving documents to be presented to the Central Committee Conference; reflecting the opinions and recommendations of voters and people before the National Assembly; implementing the steps of election consultation. In addition to the regular Front work contents, the conferences of the Presidium and the Central Committee of the Vietnam Fatherland Front also give opinions on the contents of the preliminary and final summaries of the Party and State documents on great solidarity, on the Front work and the resolutions and conclusions of the Presidium; discussing some specialized contents.
According to Vice Chairman Hoang Cong Thuy, there are expected to be 6 thematic reports summarizing and concluding the Party and State's documents on great solidarity and Front work: Summarizing 10 years of implementing the 2015 Law on the Vietnam Fatherland Front; Summarizing 5 years of implementing Directive No. 03-CT/TW dated May 19, 2021 of the Secretariat on strengthening the Party's leadership over the Campaign "Vietnamese people prioritize using Vietnamese goods" in the new situation; Summarizing 10 years of implementing Directive No. 10-CT/TW dated December 15, 2016 of the Secretariat on strengthening the Party's leadership over the Campaign "All people unite to build new rural areas and civilized urban areas"; Summarizing 10 years of implementing Joint Resolution No. 403 dated June 19, 2017 between the National Assembly Standing Committee, the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front; Summary of 5 years of implementing Directive No. 18-CT/TW, dated October 26, 2022 of the Secretariat on promoting the role, improving the quality and effectiveness of supervision and social criticism work of the Vietnam Fatherland Front and socio- political organizations; Summary of 5 years of implementing Resolution No. 43-NQ/TW, dated November 24, 2023, the 8th Conference of the 13th Party Central Committee on continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy.
At the conferences held at the beginning of the term, four topics will be discussed, including: Strategy for great national unity to 2030, vision to 2045; Mechanism for people to directly participate in giving opinions and feedback to the Party on signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation" of cadres and party members (implementing Conclusion No. 54-KL/TW, dated May 9, 2023 of the Secretariat on continuing to implement Decision No. 99-QD/TW, dated October 3, 2017 of the Secretariat on continuing to promote the role of the people in the fight to prevent and repel degradation, "self-evolution", "self-transformation" within the Party); Improving the quality of supervision and social criticism of the Vietnam Fatherland Front and socio-political organizations; Implement digital transformation in the system of the Vietnam Fatherland Front at all levels and member organizations.
At the same time, comments were given on the following contents: Draft Joint Resolution regulating the responsibilities of agencies and organizations in receiving and responding to supervision and social criticism opinions of the Vietnam Fatherland Front and socio-political organizations; Proposal to develop a Law on People's Supervisory Activities (on viewpoints, basic contents, and proposals).
