And in this 5th year, it has truly become a revolutionary cause of the Party, the State and the People.
Digital transformation has become the focus of the Party and State's activities, so there needs to be a strategic breakthrough for digital transformation so that digital transformation can contribute significantly to the completion of the two 100-year goals. These are breakthroughs in digital institutions, digital infrastructure, digital data and digital staff.
According to the Minister, the digital era has entered phase three. Digital transformation in Vietnam is different. Because many tasks in phase 1 and phase 2 have not been completed yet. But it is not necessary to complete phase 1 before moving on to phase 2 and then to phase 3. The biggest feature of digital transformation in Vietnam is "3 in 1".
Implementing digital transformation of the entire organization along with digitizing data and digitizing processes. "3 in 1" along with the use of the latest digital technologies will help digital transformation faster and cheaper. The Ministry of Home Affairs is fortunate that phases 1 and 2 have not been done much, so there is an opportunity to apply the most modern digital platforms to accelerate digital transformation.
Digital transformation of the Home Affairs sector means that all civil servants and public employees from the central to provincial, district, and commune levels will work together on a digital platform. Localities do not have to invest or operate, as with previous information technology (IT) systems.
The digital platform has all the knowledge of the Home Affairs sector embedded in the software, and it is as easy to use as using social networks, and will not require much training, like IT software. A new change of the sector will be programmed into the digital platform so that civil servants of 63 provinces/cities, thousands of districts, and tens of thousands of communes will do the same.
Digital platforms have centralized and interconnected data. There is no need for subordinates to report to superiors, which will reduce a lot of labor. Only with centralized data can there be big data, to use artificial intelligence to analyze, evaluate and create new values. The biggest difficulty for civil servants today is having to remember too many documents, regulations and figures. And these documents are increasing day by day. Therefore, everyone dreams of having a secretary to help.
But only Deputy Ministers and above have secretaries and assistants. With digital transformation, every civil servant, public employee, and worker in the Home Affairs sector will have a virtual assistant to support their work. This assistant is like an expert, remembers a lot, can ask anything, and becomes better and better the more you use it. Because it learns human knowledge.
State management must be decentralized. The National Assembly issues laws, the Government issues decrees, ministries issue circulars, and localities issue resolutions and decisions. There are millions of such documents and contradictions are inevitable. And no one has the capacity to read and analyze these documents to find contradictions, so it is very difficult to manage uniformly.
Minister Nguyen Manh Hung shared that only artificial intelligence technology can do this. The Home Affairs sector should build an AI tool to detect conflicts in regulations in the sector. Traditional training and development is still centralized and has lecturers. Travel, accommodation is expensive and time-consuming, and the lecturers may not be good. Digital transformation creates an online training platform. The digital training platform will be the best lecture, civil servants can study anytime, take exams anytime.
“Can digital transformation be done quickly? It is better to do digital transformation quickly than slowly. What should be done in 5 years should be done in 1 year. Because the technology is ready, many digital platforms have been developed, and Vietnamese digital technology enterprises are capable of solving the problems of the Home Affairs sector,” said Mr. Hung.
