However, in recent years, along with the strong digital transformation in the social insurance sector, people have become increasingly proactive in monitoring their participation and promptly protecting their social security rights.

In Hue City, the application of information technology and data connectivity has brought about significant changes. The Hue City Social Insurance agency has completed the verification of information for 99.83% of people participating in social insurance, health insurance, and unemployment insurance with the National Population Database, thereby ensuring unified, accurate, and secure identification data.

Thanks to the interconnected data system, the Social Insurance agency can closely monitor the contribution and benefit process of each unit and each employee, promptly detecting risks such as outstanding debts, evasion of contributions, incorrect contributions, or omissions of eligible participants. This allows for early and effective enforcement, inspection, and handling of issues, contributing to protecting the legitimate rights of workers and ensuring the safety and sustainability of the Social Insurance and Health Insurance Funds.

Speaking to Hue Today (a publication of Hue Newspaper and Radio & Television), Mr. Nguyen Viet Dung, Director of the Social Insurance Department of Hue City, said that digital transformation has helped people access social insurance and health insurance services more conveniently and quickly. Processes from receiving applications and resolving claims to paying benefits are gradually being digitized. People can submit applications online, track the processing progress, and receive money through their personal accounts without having to go directly to the social insurance agency, saving time and travel costs.

In the field of health insurance-covered medical examination and treatment, the application of technology has also yielded significant results. Currently, most health insurance-covered medical facilities in Hue City have implemented the use of chip-embedded citizen ID cards to look up health insurance card information. More than 2.4 million lookups have been performed, contributing to reducing administrative procedures, shortening waiting times, and enhancing transparency in the process of receiving and serving patients.

Simultaneously, health insurance medical records and documents are digitized and transmitted directly from medical facilities to the social insurance agency, making the inspection, verification, and payment of costs faster and more accurate.

In reality, when people go to the hospital, they only need to present their chip-embedded citizen identity card or use the VssID application on their smartphone, and medical staff can immediately check their health insurance participation information and confirm their benefits. The reduction of many unnecessary documents and procedures has helped patients access medical services more conveniently, while also reducing pressure on both medical facilities and management agencies.

Besides promoting the application of technology, communication and direct consultation remain key factors identified by the social insurance sector, especially in remote areas or for groups of people with limited digital skills. The "mobile consultation" model is implemented in villages and residential areas to guide people in installing the VssID application, registering for voluntary social insurance and family health insurance, and assisting in completing applications on the spot. This approach helps the elderly and those unfamiliar with smartphones easily access social security policies and services.

Communication methods have also been innovated to be more accessible and easy to understand, such as short videos explaining social insurance and health insurance benefits, and text messages reminding people of health insurance card renewal deadlines or voluntary social insurance contributions. Many localities maintain community Zalo and Facebook groups to update policy information, guide people on how to use online public services, and share real-life stories about social security benefits they have received, thereby raising awareness and proactive participation among the people.

Besides the positive results, digital transformation in the fields of social insurance and health insurance also requires further improvement, especially in ensuring the security of personal data, supporting citizens in enhancing their digital skills, and promoting employers to fully and correctly implement electronic transaction procedures. These tasks require synchronized investment in technical infrastructure, human resources, and supervision in the coming period.

The most important aspect of digital transformation in the social insurance sector lies not only in building a modern software system, but in ensuring that citizens truly experience convenience, transparency, and better service. When citizens proactively monitor, supervise, and protect their rights, this is the clearest measure of the effectiveness of the innovation and modernization process in the social insurance sector.
