
Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee Luong Nguyen Minh Triet and Vice Chairman of the Provincial People's Committee Tran Anh Tuan - Head of the Board of Representatives of the Vietnam Bank for Social Policies (VBSP) co-chaired the conference. Attending the conference were Mr. Ngo Van Cuong - Secretary of the Central Youth Union, member of the Board of Directors of the Vietnam Bank for Social Policies; Mr. Hoang Minh Te - Deputy General Director of the Vietnam Bank for Social Policies.
Reporting at the conference, Vice Chairman of the Provincial People's Committee Tran Anh Tuan said that currently, Quang Nam is implementing 21 policy credit programs and programs entrusted by the locality. The total loan turnover from 2015 to present has reached 15,362 billion VND with nearly 410 thousand poor households, near-poor households and other policy beneficiaries receiving loans.
As of April 30, 2024, the total outstanding debt of policy credit programs reached VND 7,653 billion, an increase of VND 4,439 billion compared to 2014. There are nearly 142,000 poor households and policy beneficiaries with outstanding debt, with an average outstanding debt of nearly VND 54 million per household, an increase of nearly VND 38 million compared to 2014.

Of which, outstanding policy credit serving production, business, livelihood and job creation needs reached VND5,670 billion, accounting for 74.1% of total outstanding credit. Outstanding policy credit serving life and living expenses reached VND1,983 billion, accounting for 25.9% of total outstanding credit.
Social credit capital has contributed to attracting and supporting job creation for nearly 68,000 workers; created conditions for more than 30,000 students in difficult circumstances to borrow capital for their studies; and built nearly 107,000 clean water and rural environmental sanitation works.
In addition, support was given to build more than 3,000 houses for poor households; nearly 48,000 households in difficult areas were given loans for production, business, and income to improve their lives; support was given to build nearly 2,000 social houses according to Decree 100/ND-CP; more than 4,700 ethnic minority households in extremely difficult areas were given loans...

“Social credit implemented through the Social Policy Bank has a constantly expanding credit growth scale, the number of people benefiting from preferential credit policies is increasing, and credit quality is improving. At the same time, social credit has contributed to preventing usury and “black credit”, especially in rural areas.
This is one of the economic levers to stimulate the poor and social policy subjects to have conditions to develop production, improve their lives, and assert their position in society" - Vice Chairman of the Provincial People's Committee Tran Anh Tuan said.

On behalf of the Provincial Party Standing Committee, Provincial Party Secretary Luong Nguyen Minh Triet commended collectives and individuals with outstanding achievements in 10 years of implementing Directive No. 40 of the Secretariat.
The Provincial Party Secretary also pointed out some shortcomings and difficulties such as some Party committees and authorities have not really paid attention to leading and directing policy credit activities; many people have not boldly borrowed capital, proactively and self-reliantly rose up to escape poverty; there is a lack of cadres to do poverty reduction work; the mobilization of social resources to supplement capital for the Bank for Social Policies has not been much...

In order for policy credit to truly be an effective tool in achieving the goals of poverty reduction, new rural construction, and ensuring social security, Comrade Luong Nguyen Minh Triet requested Party committees at all levels, authorities, and the provincial branch of the Bank for Social Policies to overcome limitations in management, inspection, and supervision of social policy credit activities.
Improve operational capacity, transfer preferential credit capital to the right beneficiaries and ensure efficiency and safety of capital. Pay attention to expanding beneficiaries, especially low-income civil servants and public employees.

Every year, the People's Council and People's Committee at all levels pay attention to prioritizing a portion of the local budget to supplement the capital source for lending to poor households and social policy beneficiaries in the area. By 2025, the local capital source entrusted will reach 1,000 billion VND and by 2030, the capital source entrusted from the local budget will account for 15% of the total capital source of the Social Policy Bank in the province.
In addition, it is necessary to do a good job of guiding borrowers to use loans effectively; build and replicate typical production and business models, helping each other to escape poverty sustainably and get rich...
