Debt restructuring, interest rate reduction, preferential loans to overcome storm and flood consequences

The State Bank has just issued Document No. 9651 dated November 4, 2025, requesting credit institutions and State Bank branches in many areas to urgently deploy measures to support customers affected by floods after storms No. 10, 11 and 12.

Accordingly, credit institutions are required to quickly review and support branches and transaction offices in heavily affected provinces and cities to overcome damage to facilities and soon return banking operations to normal to serve people and businesses.

Along with that, banks need to re-evaluate the production and business situation and debt repayment capacity of borrowers affected by natural disasters in the period from July to October 2025 to promptly apply appropriate support measures and remove difficulties for customers.

Credit institutions are required to proactively restructure debt repayment terms, waive and reduce interest and fees for customers suffering losses according to current regulations; at the same time, develop and implement credit programs and packages with interest rates lower than normal lending rates to support production and business recovery.

Banks are encouraged to reduce lending rates by 0.5-2% per year for 3-6 months for existing outstanding debts of customers damaged by storms and floods. In cases of severe damage, credit institutions will handle debts according to the provisions of Decree 55/2015 and related amendments and supplements.

In particular, the Vietnam Bank for Social Policies is assigned to fully perform the tasks prescribed in Resolution 347 dated October 24, 2025 of the Government , focusing on supporting poor and near-poor households and other policy cases affected by natural disasters, helping people quickly stabilize their lives, restore their livelihoods and production.

For State Bank branches in Son La, Phu Tho, Lao Cai, Dien Bien, Lai Chau, Thai Nguyen, Cao Bang, Lang Son, Tuyen Quang, Bac Ninh, Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Hanoi , Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Thua Thien Hue, Quang Ngai and Da Nang, the State Bank requests to urgently direct credit institutions in the area to deploy measures to support affected people and businesses.

These synchronous measures aim to support people and businesses to quickly overcome damage, stabilize their lives, restore production, contribute to maintaining economic growth and ensuring social security after storms and floods.
