
The dispatch requested the Department of Education and Training to direct students to stay home from school on November 6 and 7 and on days of heavy rain and floods; at the same time, develop a suitable make-up study plan to ensure the completion of the school year program.
The Provincial Military Command presides over and coordinates with coastal localities and relevant units to urgently call on ships and boats still operating at sea to return to shore or find safe places to avoid and take shelter from the storm, to be completed before 2:00 p.m. on November 5, 2025.
The forces must notify fishermen, aquaculture households, tourist boats, cargo ships, and sea vehicles of the suspension of all activities from 12:00 on November 6, 2025 until the storm ends. People on rafts and boats must return to shore before 12:00 on the same day.

The People's Committees of communes, wards and special zones were assigned to count the number of aquaculture cages and the number of people still living on them; coordinate with the Provincial Military Command to organize the evacuation of people, forcing them to go ashore before 12 noon on November 6. At the same time, urgently notify people to harvest crops and agricultural products early according to the motto "green at home is better than old in the fields".

Localities must check vulnerable areas at risk of flash floods, landslides, and deep flooding; proactively evacuate people to safe places, and enforce relocation if necessary. Arrange forces to be on duty and keep watch at culverts, spillways, and areas with deep flooding and fast-flowing water; do not allow people and vehicles to pass through to ensure safety.
Urban and tree management units urgently cut down trees at risk of falling, to be completed before 10am on November 6; and instruct people to reinforce and brace their houses. Management units must check, dismantle or brace advertising signs to avoid falling and causing damage...
According to the National Center for Hydro-Meteorological Forecasting, on November 5, storm Kalmaegi entered the eastern sea area of the central East Sea (becoming the 13th storm in the East Sea in 2025) and continued to strengthen, causing dangerous weather at sea and on land.
