Ho Chi Minh City strictly prohibits officials and party members from intervening in handling alcohol concentration violations.

The Ho Chi Minh City Party Committee has just issued a resolution on strengthening the Party's leadership in implementing the Law on Prevention and Control of Harmful Effects of Alcohol in the city. In particular, Party members, cadres, soldiers, civil servants and public employees are strictly prohibited from intervening in the handling of drivers participating in traffic with alcohol concentration in their bodies.

On November 5, the Ho Chi Minh City Party Committee issued a Resolution on strengthening the Party's leadership in implementing the Law on Prevention and Control of Harmful Effects of Alcohol and Beer in Ho Chi Minh City.

In recent times, the implementation of the Law on Prevention and Control of Harmful Effects of Alcohol and Beer in Ho Chi Minh City has achieved many important results. However, the situation of alcohol concentration violations in the city is still complicated.

It is forecasted that in the coming time, the situation of alcohol abuse in the city will still have the potential to increase. If there are no strong and synchronous solutions, the consequences for traffic accidents, public health, domestic violence and social order will continue to be complicated.

Therefore, it is required and required that the entire political system synchronously deploy measures to enhance the effectiveness of implementing the Law on Prevention and Control of Harmful Effects of Alcohol and Beer in the new situation.

Along with that, strengthen the leadership of Party committees at all levels, the management effectiveness of the government, promote the combined strength of the political system and the whole society in preventing and repelling the harm caused by alcohol abuse.

The resolution clearly states that this is an important and urgent task to protect people's health, maintain social order and safety and sustainable development of the city.

Accordingly, determining the work of preventing and combating the harmful effects of alcohol and beer is both urgent in the short term to immediately reduce traffic accidents, violence and social evils caused by alcohol and beer. At the same time, it is also a long-term strategy to improve people's health and quality of life. Closely combine propaganda and education measures to raise awareness of self-compliance with the measures of patrolling, controlling and strictly handling violations of alcohol concentration.

The goal by 2030 is to create fundamental changes in controlling alcohol abuse; reduce traffic accidents, domestic violence, and crimes caused by alcohol use; and build a culture of "if you drink, don't drive" into a way of life for city residents.

The resolution also outlines key tasks and solutions. Among them, strengthening propaganda and dissemination of laws and the harmful effects of alcohol and beer. Strictly managing and controlling the business and consumption of alcohol and beer.

The Ho Chi Minh City People's Committee directed functional agencies to guide and require alcohol and beer businesses in the city to strictly comply with the provisions of the Law on Prevention and Control of Harmful Effects of Alcohol and Beer.

Specifically, do not sell or provide alcohol or beer to people under 18 years old; post a notice that alcohol or beer is not sold to people under 18 years old in a visible location at the business establishment.

In addition, it is not allowed to open new alcohol and beer outlets for on-site consumption within a 100m radius from medical facilities, nurseries, kindergartens, preschools, general education facilities, etc.

At the same time, regularly organize inspections and monitor implementation. In case of establishments deliberately violating, resolutely revoke business licenses according to regulations.

People's Committees of communes, wards and special zones strengthen management of the area, regularly check and make full statistics of alcohol and beer trading establishments; promptly detect and handle violations right at the base. Actively coordinate with the police, market management and health forces to thoroughly handle unlicensed retail outlets, repeat offenders or violators.

The resolution clearly states that party members, cadres, soldiers, civil servants, public employees, and workers in agencies and units are strictly prohibited from intervening in the handling of drivers participating in traffic with alcohol levels in their bodies.

In cases of violations by party members, cadres, civil servants, public employees, and armed forces, the police must send a notice to the management agency for handling according to regulations.

At the same time, it is strictly forbidden for police officers and soldiers to cover up, protect or falsify the results of handling violations, leading to negative behaviors in the performance of official duties.

The resolution sets a specific goal of striving for 100% of alcohol and beer businesses in the city to commit to complying with the provisions of the Law on Prevention and Control of Harmful Effects of Alcohol and Beer (by the end of December 2025).

Along with that, strive for 95% of people aged 18 and over to have access to information and knowledge about the harmful effects of alcohol and related legal regulations (by the end of December 2025).

At the same time, strive for 100% of cadres, party members, civil servants, public employees and armed forces to be exemplary in complying with regulations on not using alcohol or beer during working hours, lunch breaks and not driving after drinking alcohol or beer (implement regularly).

At the same time, strive to reduce traffic accidents related to alcohol concentration next year compared to the previous year.
