The latest report released by the Department of International Cooperation shows that in 2024, the number of organizations providing study abroad consulting services reached 3,423, with 2,860 organizations currently operating. Some organizations did not resume operations after Covid-19 or stopped operating due to ineffective operations. As of September 15, 2024, 203 new organizations have been granted certificates of registration for study abroad consulting services.
However, according to the Department of International Cooperation, the study abroad consulting market currently has many problems such as: organizations operating without a license; non-transparent consulting, causing damage to students and parents; violations of regulations on collecting fees or collecting fees without providing consulting and then fleeing. In addition, there are also disguised study abroad programs (sending people abroad illegally); operating without sufficient conditions (no contract with foreign partners, collecting documents and transferring students to consulting organizations based abroad); ghost study abroad consulting offices (conducting consulting through social networks, without a real head office...); conducting unethical business (advising students and families to poor quality training institutions, being paid high commission fees)...
Recently, there have been cases of study abroad consulting centers providing false information, showing signs of violating the law. This not only affects the rights of students but also negatively impacts the image of internationaleducational organizations and the reputation of the Vietnamese education system. There are even "ghost study abroad" consulting offices, providing consulting through social networks, without a physical head office...
Previously, assessing the performance of study abroad consulting centers in 2023, the Hanoi Department of Education and Training said that in reality, there are still some centers that have not implemented the public content according to regulations; some centers have falsified personal financial capacity; the content of the contract with the student's family is not strict, the responsibilities and commitments of the parties are not clear...
In order to tighten study abroad consulting activities in the area, in addition to solutions on state management, the Hanoi Department of Education and Training also promptly, regularly updates and publicizes the list of study abroad consulting centers that have been licensed to operate in the city, to help people have more official information channels in choosing and deciding where to register for study abroad consulting services when needed.
In order to make the study abroad consulting market transparent, ensure quality and maintain credibility, at the workshop "State management of study abroad consulting services" recently organized by the Ministry of Education and Training in Ho Chi Minh City, Mr. Nguyen Van Phuc - Deputy Minister of Education and Training emphasized that in recent times, the Ministry of Education and Training has implemented many measures to improve the quality of state management of study abroad consulting services. The rapid development of the study abroad consulting service market, the large number of study abroad consulting centers in some localities, requires new and practical management solutions. The Ministry of Education and Training hopes that consulting companies will improve their responsibilities, comply with the law, be professional, honest and objective in consulting. Do not, because of chasing after revenue and profit of their business, give inaccurate and misleading advice, leading students and parents to choose inappropriate schools, majors and countries. In addition to business goals, study abroad consulting services must demonstrate social responsibility, because education is a special field, related to human future.
