Da Nang police and militia are on duty to prevent beggars and street vendors from harassing tourists.

Over the past several weeks, the police, militia, and urban order of An Hai ward - a central tourist ward in Da Nang city - have continuously patrolled to deal with encroachment on sidewalks, beggars, and street vendors to restore the tourist environment.

At 7 p.m., the public area at the foot of the Dragon Bridge and the Love Bridge along the Han River is crowded with tourists and locals. This is also where there are many street vendors, beverage stalls, shoe shiners, and many cases of "price gouging" that have caused tourists to react.

Key tourist ward of Da Nang

Chairman of An Hai Ward People's Committee Hoang Cong Thanh showed Tuoi Tre Online the duty schedule of the teams handling urban order, street vendors, and disguised beggars that the ward has maintained since mid-July until now.

Mr. Thanh affirmed that although it is very difficult and complicated, for the sake of the tourism environment, the ward will be determined to do it to the end to create a beautiful image for a part of Da Nang city.

Over the past several weeks, the presence of police at famous tourist destinations in Da Nang has made locals and tourists curious.

Hot spots such as both sides of the Han River, the foot of the Dragon Bridge, the Han River Bridge... from morning to night, there are always officers on duty, and ready to mobilize more people to bring illegal street vendors and roadside encroachment to the ward for handling.

An Hai is a key tourist ward of Da Nang, merged with 3 previous wards including Phuoc My, An Hai Nam, An Hai Bac. Currently, the whole ward has 82,600 people with a dense urban density of hotels, shopping centers, and tourist areas.

In this ward, there are also hot spots for begging and street vendors soliciting tourists that are of special concern to Da Nang authorities, such as along Bien Dong Park, Ho Nghinh Street, Tran Hung Dao Street, and walking parks for tourists and residents on both sides of the Han River.

Due to the large concentration of tourists, many incidents related to "overcharging" and touting tourists occurred in An Hai, making tourists angry.

On duty day and night to stop beggars and soliciting customers

Immediately after stabilizing the two-level government apparatus, Chairman of An Hai Ward People's Committee Hoang Cong Thanh said that he had organized a rapid response force, specializing in handling transformed phenomena such as street vendors, beggars, encroachment on sidewalks and roadsides, etc.

According to Mr. Thanh, this force includes nearly 30 officers from the Public Service Center, Ward Police, militia, grassroots security forces... patrolling the areas during the day.

"The ward mobilizes forces to divide into 3 shifts/day, dividing each area to handle. Each vice chairman will be in charge of one of his/her areas such as the sea area, riverside area, central area... At first, we will propagate, mobilize and remind, but if we detect repeat violations, we will confiscate the evidence, make a record of the administrative violation to serve as a general deterrent" - Mr. Thanh affirmed.

To thoroughly and promptly handle hot spots of begging and soliciting tourists, An Hai ward also set up a hotline and Zalo group to receive information from residents and tourists.

"Incidents related to tourist harassment such as street vendors, beggars, etc. often occur during the hours when tourists gather for sightseeing and shopping, such as in the afternoon and evening. Especially on both sides of the Han River, East Sea Park, in front of coastal hotels, etc., there are a lot of street vendors.

Since July 16, the police, urban order and militia forces have always been present here to monitor and handle the situation. We have divided our shifts to be on duty, those who work during the day will rest at night and vice versa to ensure that any problems that arise are thoroughly handled," Mr. Thanh further explained.

Da Nang strengthens rapid response force

The Chairman of the People's Committee of An Hai Ward said that to limit negative aspects related to tourism and urban order, the ward's forces will continuously maintain and be ready to receive information from residents and tourists.

In the long term, Mr. Thanh said that the People's Committee of Da Nang City is strengthening its rapid response force to handle problems arising in the urban and tourism sectors.

"Rapid tourism development has led to many problems such as street vendors, tourist solicitation, encroachment on sidewalks...

"Currently, handling is very difficult because once caught in one place, people move to another place to trade. When the authorities are present, it is quiet, but as soon as they leave, they flood the streets again. However, if the authorities are present regularly, it will be limited a lot," said Mr. Thanh.
