Implementing Decision No. 506 dated April 17, 2017 of the Prime Minister , the Provincial People's Committee has put the Provincial Public Administration Center into pilot operation. By the end of 2017, 8/8 districts, towns and cities had deployed the Public Administration Center model; In 2018, upgrading facilities and innovating the operation of the "One-stop Department" model in 126/126 communes, wards and towns in the province. The effectiveness of the model has been recognized and highly appreciated by authorities at all levels and people. However, over time, the model has revealed some limitations.

At the conference, the Department of Home Affairs announced the Decisions of the Provincial People's Committee on the organizational structure of the Provincial Public Administration Service Center with 4 specialized departments, 1 center, 18 civil servant positions, 73 public employee positions, and 4 labor contracts. Decisions on appointing the Director and Deputy Directors of the Provincial Public Administration Service Center. The pilot model of a one-level Public Administration Service Center under the Provincial People's Committee under the direction of Resolution No. 18 of the Government is appropriate and necessary. The goal is to receive administrative procedures regardless of administrative boundaries; Increase labor productivity, improve service quality, facilitate organizations, businesses, and people to access and implement administrative procedures; Enhance the effectiveness of administrative procedure control, monitor and supervise the implementation of administrative procedures; Simplify the process and methods of accessing administrative procedures...

In his speech assigning tasks, Chairman of the Provincial People's Committee Vuong Quoc Tuan emphasized that after 7 years of operation, the Provincial Public Administration Center has become a model in the effectiveness of administrative procedure settlement in the province. At the same time, he affirmed that the establishment of the Provincial Public Administration Service Center is a new step, with historical significance and mission when upgrading from the Provincial Public Administration Center to a one-level model following the Government's model, in order to promote efficiency and comprehensiveness in receiving and settling administrative procedures in the direction of non-administrative boundaries, serving people and businesses better and better. Immediately after the Center launches its new operating model, it is necessary to soon stabilize the organizational structure, hand over facilities; build operating mechanisms and operating procedures.

The Chairman of the Provincial People's Committee assigned the Department of Home Affairs and the Provincial Inspectorate to strengthen the inspection of public affairs in the implementation of procedures for receiving and handling administrative procedures at the Center. He hopes to continue receiving the attention and support of the Department of Administrative Procedure Control so that the Center can promote its effectiveness in the best way, contributing to helping Bac Ninh effectively implement Resolution 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation in the locality.
