In 2011, Hai Le commune started implementing the new rural development program with a low starting point, only meeting 4/19 criteria; average income per capita of 11.2 million VND/year; high poverty rate of 10.3%. With focused leadership, direction and implementation of many synchronous solutions, by 2015, Hai Le commune was recognized as meeting new rural standards.
Continuing the achieved results, after 9 years since being recognized as meeting the new rural standards, Hai Le commune continues to do a good job of propaganda, mobilization, promoting the role of the people with many creative and practical movements and models such as "The whole people unite to build a cultural life in residential areas", "Organizing rural residential areas", "Collecting and classifying waste at households", "Crime prevention and control villages", "Farmers compete in good production and business", "5 no, 3 clean", "Self-managed roads", "Youth join hands to build new rural areas", "Light on rural roads", "Playground for the elderly and children...

Developing production and increasing people's income continues to be a key task with many effective production models such as organic rice production, cattle farming, deer farming, cage eel farming, mulberry cultivation, production forest planting...
Along with that, poverty reduction work has been focused on with many effective initiatives and models, creating a ripple effect, arousing the spirit of self-reliance and self-reliance to escape poverty of the people. Effectively integrating many programs and projects to maintain and improve the quality of NTM criteria, aiming at the goal of improving people's lives in a sustainable way.

Thanks to high determination and synchronous implementation of solutions, by the end of 2024, average income will reach 55.6 million VND/person/year (5 times higher than in 2011), the multidimensional poverty rate will decrease to 0.44%.
With the achieved results, Hai Le commune was recognized by the Provincial People's Committee as a commune meeting advanced NTM standards in 2024.
Speaking at the ceremony, Acting Chairman of the Provincial People's Committee Hoang Nam requested the Party Committee, government and people of Hai Le commune to continue promoting propaganda work, raising awareness among cadres, party members and people of all walks of life about the role and significance of the movement "All people unite to build new rural areas and civilized urban areas".

At the same time, it is important to note that building a new rural area is associated with a comprehensive, sustainable and flexible civilized urban area that adapts to actual conditions. Especially in the coming time, when the commune/ward level will be decentralized and delegated more power, requiring proactiveness and flexibility in management, operation and implementation. Therefore, localities need to focus on effectively integrating capital sources from programs and projects and strongly mobilizing socialized resources to focus on investing in essential infrastructure projects, especially those that directly serve production and people's lives, in accordance with the legitimate aspirations of the people.

It is recommended that localities improve the effectiveness of planning and land use management, ensuring consistency, transparency, and conformity with the long-term development orientation of the locality. Continue to restructure the agricultural sector towards increasing added value, developing organic agriculture, ecological agriculture, and linking with sustainable development... Focus on improving the quality of health and education sectors; continue to invest in building and perfecting the system of cultural and sports institutions to better serve the spiritual life of the people.
At the same time, seriously and effectively implement the policy of reorganizing the political system apparatus, in accordance with the requirements of rapid, stable and sustainable development of the locality and the province. Build a streamlined, effective and efficient grassroots government; promote administrative reform, strongly apply information technology in management and provision of public services, gradually transform digitally in all fields, towards developing a digital economy and digital society in rural areas; strongly shift from an administrative management model to a model serving the people and creating development.
On this occasion, Acting Chairman of the Provincial People's Committee Hoang Nam awarded a certificate of recognition to the commune meeting the advanced NTM standards in 2024 and a welfare project worth 400 million VND; Quang Tri Town People's Committee awarded certificates of merit to 7 collectives and 11 individuals; Hai Le Commune People's Committee awarded certificates of merit to 3 collectives and 10 individuals with achievements in implementing the NTM construction program.
The Vietnam Fatherland Front Committee of Quang Tri town presented gifts and livelihood models to households in difficult circumstances; Hai Le commune presented gifts to households in difficult circumstances in the area. Hai Le commune launched an emulation movement to continue building advanced new rural areas, moving towards building civilized urban areas.
